On June 11, 2021, the Minister of Industry and Trade signed and promulgated Circular No. 02/2021/TT-BCT regulating the Rules of Origin in the Free Trade Agreement between Vietnam and the United Kingdom of Great Britain and Northern Ireland. The Circular consists of 5 Chapters, 42 Articles, and 8 attached Appendices, specifically:
- Chapter I: General Provisions
- Chapter II: Determination of origin of goods
- Chapter III: Certification and verification of origin of goods
- Chapter IV: Special Provisions
- Chapter V: Implementation Provisions
The origin certification mechanism in the UKVFTA is implemented as follows:
- For Vietnam's exported goods: (1) For shipments valued under 6,000 euros, any exporter is allowed to self-certify the origin. (2) For shipments valued over 6,000 euros, the Certificate of Origin (C/O) mechanism issued by agencies or organizations authorized by the Ministry of Industry and Trade is applied.
- For goods imported into Vietnam: (1) For shipments valued under 6,000 euros, any exporter is allowed to self-certify the origin. (2) For shipments valued over 6,000 euros, only eligible exporters in accordance with UK regulations are allowed to self-certify the origin.
Circular No. 02/2021/TT-BCT dated June 11, 2021, of the Minister of Industry and Trade takes effect from July 26, 2021.
