The Plan aims to effectively fulfill the objectives and requirements set out in Action Program No. 21-CTr/BCSĐ dated December 22, 2022, of the MOT's Party Civil Affairs Committee. It seeks to continue accelerating the restructuring of the transport market share, prioritizing investment in aviation and railway transport modes to reduce pressure on road transport. It also aims to innovate loading and unloading technology at transport hubs; apply advanced transport technologies; synchronously develop transport support services and multimodal transport; and improve the quality of logistics services. The Plan encourages enterprises to increase investment in container transport vehicles; improve container handling capacity at cargo concentration hubs; innovate and modernize transport means and handling equipment; enhance service quality to ensure comfort, safety, and environmental protection; control the quality of vehicles and fuels to minimize environmental pollution; and encourage the use of clean vehicles and fuels.
At the same time, it will continue to promote the application of information technology in the management and operation of transport activities, especially information technology and new technological trends in transport and logistics such as automation, artificial intelligence, and the Internet of Things, to achieve breakthrough developments in both state management and transport market operations, enhancing the transport sector's capacity to approach the Fourth Industrial Revolution (Industry 4.0). It will also synchronously implement solutions to ensure traffic safety, strengthen vehicle load inspection, propagate and disseminate information to improve understanding and awareness of law compliance, and strictly handle violations of traffic laws.
In addition, it will promote the connection of transport activities to boost transport development among provinces in the Central Highlands, aiming to create optimal conditions for the transportation and circulation of goods, materials, and raw materials for production. This will ensure safety, interconnectedness, uniformity, and smoothness among provinces in the Central Highlands. Strict control measures will be implemented at the starting and ending points of the supply chain, circulation, freight transport, and passenger transport to ensure national defense, security, social order, and safety. Furthermore, the implementation of signed and acceded international agreements and treaties on transport will be accelerated; signed international agreements and treaties will be studied and amended (if necessary) to enhance connectivity and facilitate cross-border transport.
The Plan sets out the following main solutions: Perfecting the system of legal documents; Harmoniously and rationally developing transport modes, multimodal transport, and logistics services; Facilitating transit and cross-border transport; Enhancing the application of science and technology and the capacity to approach Industry 4.0; Improving the competitiveness of transport enterprises; promoting the role and operational efficiency of specialized associations; and Inspection and examination work.
Agencies and units under the MOT and the Departments of Transport of the provinces in the Central Highlands, based on their functions and tasks, shall organize the implementation of the main solutions in this Plan and the tasks assigned in the Schemes and Decisions issued by the Prime Minister and the MOT (prior to this Plan and currently being implemented). This aims to build a competitive transport market towards developing multimodal transport, connecting different modes of transport, and focusing on applying information technology to minimize transport costs and facilitate the circulation and distribution of goods and services for enterprises; simultaneously developing transport in a modern and synchronous direction, reducing costs, and ensuring national defense and security in the Central Highlands region by 2030, with a vision to 2045.
The Transport Department shall urge the implementation and act as the focal point to receive and synthesize reports on the implementation results of this Plan from agencies and units to submit to the MOT.
During organization and implementation, if any obstacles arise, proactively resolve and guide the implementation; in cases beyond authority, report to the MOT for timely direction and resolution.
The above is the Plan for Transport Development in a modern and synchronous direction, reducing costs, and ensuring national defense and security in the Central Highlands region by 2030, with a vision to 2045 to implement Resolution No. 23-NQ/TW dated October 6, 2022, of the Politburo; Resolution No. 152/NQ-CP dated November 15, 2022, of the Government promulgating the Government's Action Program to implement Resolution No. 23-NQ/TW; and Action Program No. 21-CTr/BCSĐ dated December 22, 2022, of the Party Civil Affairs Committee of the MOT implementing Resolution No. 23-NQ/TW.
The MOT requires agencies and units to urgently implement it to ensure the successful execution of this Plan./.
