Conference to collect opinions on the Scheme on enhancing IT application and digital transformation in the road sector

At the conference, Mr. Do Cong Thuy, Deputy Head of the Transport, Vehicle, and Driver Management Division, stated that the Scheme "Enhancing IT application and digital transformation in the road sector for the 2023-2025 period, with an orientation to 2030" consists of 5 parts. These focus on analyzing the current situation and the necessity of formulating the scheme; viewpoints and objectives; implementation tasks and solutions; implementation organization; and effectiveness evaluation, proposals, and recommendations.

Regarding the current situation, 37 out of 37 servers were invested in before 2018, of which 10 were acquired starting in 2012; 10 systems are currently located at the data centers of service providers such as Viettel, VNPT, and Hanel.

According to Mr. Do Cong Thuy, the Department's IT infrastructure remains limited with no new investments, outdated technology, and consistently high system loads. This creates a risk of system overload, leaves it unprepared for expanding or upgrading software systems, and renders it unable to utilize new systems.

In general, the Department has actively built and put into operation a number of IT applications, initially achieving certain results. Most of these applications are deployed nationwide to serve transport management, driving test training, driver's license management, and especially public services serving administrative reform, aiming to facilitate both the public and businesses.

Overall information system model of the Department for Roads of Vietnam

At the conference, representatives from the Departments of Transport of several provinces and cities; the Transport Department and the Transport Infrastructure Department (Ministry of Transport); the Traffic Police Department (Ministry of Public Security); the Office of the National Traffic Safety Committee; the Vietnam Automobile Transport Association; and other relevant agencies contributed their opinions to the Scheme. The feedback primarily focused on tasks and solutions in the fields of transport management, vehicle and driver management, transport infrastructure management, administrative management applications, and internal affairs.

Speaking at the conference, Mr. Le Thanh Tung, Director of the IT Center, noted that based on the opinions of relevant units and Departments of Transport, it is necessary to add certain contents to make the Scheme more comprehensive. He suggested reviewing the contents to ensure that all management functions of the Department for Roads of Vietnam serving the public and businesses in the road sector are included in the Scheme. Additionally, specific tasks must be set up to 2025, with a vision to 2030; during implementation, it is necessary to phase the work or establish priority contents for execution.

Based on recent realities, in its role as an advisory agency for the Ministry of Transport, Mr. Le Thanh Tung shared that his unit has received numerous documents from the People's Committees of provinces and cities (advised by the local Departments of Transport) regarding the connection of databases between localities and the Ministry. This involves two major datasets: first, Road and Registration data; second, data from some provinces currently building smart cities. During this smart city development process, they requested the Ministry and its relevant sectors to guide local units in building databases so they comply with the Ministry's overall architecture, ensuring data synchronization or integrated sharing when requested by the Ministry and its Departments.

For provinces not building smart cities that are currently using IT systems deployed by the Department of Construction or by the Ministry/Departments down to the Departments of Transport, Mr. Le Thanh Tung proposed a review to ensure comprehensiveness. It needs to be determined how the IT systems of these components should be adjusted, supplemented, and oriented to fit into the Scheme in alignment with the Ministry's general direction.

"The road sector has a massive impact on the public and businesses; as soon as we step onto the street, we immediately use road-related services. Recently, the Department has actively deployed IT systems to serve the management and operations of the Department itself and the local Departments of Transport, while also serving the public and businesses, and sharing this data with other state management agencies to develop the digital economy and digital systems," Mr. Le Thanh Tung emphasized.

Mr. Le Thanh Tung suggested that the Department for Roads of Vietnam comprehensively review the Scheme to ensure implementation follows a unified and holistic direction. Although there is a strong desire to widely deploy IT applications in the road sector, efforts must be grounded in the unit's actual resources to focus on building an architectural, yet sustainable Scheme. It must clearly identify what needs to be done first and what comes later, adopting an effective model with the approach of immediately utilizing completed phases to efficiently serve state management, the public, and businesses.

Concluding the conference, Mr. Nguyen Xuan Cuong, Director of the Department for Roads of Vietnam, thanked the leaders of agencies and units for their contributions to the Scheme. He tasked the Secretariat and relevant Divisions of the Department, based on their assigned functions and duties, to absorb the feedback from the conference, provide specific explanations, and finalize the Scheme. This will allow for further opinion-gathering conferences and seminars before the Ministry's leadership and the Minister of Transport chair a final session prior to May 20, 2023.

Mr. Nguyen Xuan Cuong assigned the relevant Divisions of the Department to preside over and coordinate with agencies and units under the Ministry of Transport, as well as the Departments of Transport of centrally-run provinces and cities, to review and revise specific contents within the Scheme across the fields of transport management, vehicle and driver management, transport infrastructure management, and administrative management applications, ensuring the targeted quality and schedule.
