On the morning of April 25, the Ministry of Agriculture and Rural Development (MARD), in collaboration with the Ministry of Science and Technology, organized a conference to implement the "Strategy for Science, Technology, and Innovation Development in the Agriculture and Rural Development Sector to 2030, with a Vision to 2050" under the theme: "Unlocking Vietnamese Knowledge for the Aspiration of Vietnamese Agriculture." Minister Le Minh Hoan, Deputy Minister Phung Duc Tien, and Deputy Minister of Science and Technology Tran Van Tung co-chaired the conference.

In its role as the governing body, MARD has successfully implemented four national-level science and technology programs in recent times, including: the Biotechnology Program in Agriculture and Fisheries; the Science and Technology Program for New Rural Development; the High-Tech Applied Agriculture Program; and the National Product Program. MARD has refined the legal framework for science and technology activities; strengthened scientific and technological capacity; and placed special emphasis on human resource development, international integration, and research collaboration with international organizations and domestic enterprises. It has also reformed organizational structures, management and operational mechanisms, and policies to unlock the talent and dedication of science and technology personnel. As a result, across all regions of the country, many scientists are quietly striving through difficulties and challenges to pursue their scientific passions, while numerous academies, institutes, and universities continue their relentless efforts to research, apply, and transfer science and technology into agricultural production.

To achieve these proud milestones in researching and transferring technical advances and scientific and technological products into production reality, it is impossible not to mention the contributions of managers, scientists, experts, farmers, businesses, and cooperatives in the agricultural sector.
Speaking at the conference, Deputy Minister Phung Duc Tien commended the significant contributions of managers and scientists in laying a crucial foundation and driving force for the growth of sectors such as cultivation, livestock breeding, aquaculture, irrigation, disaster prevention, and new rural development. Science and technology have contributed approximately 35% of the agricultural sector's added value through the research, transfer, and application of crop varieties and livestock breeds; forestry tree varieties; rice varieties; fruit tree cultivars; as well as new testing procedures and farming practices.

Deputy Minister Phung Duc Tien stated that if policy bottlenecks are removed and "untied" to strengthen public-private partnerships, align science and technology with corporate development, and optimize facilities, equipment, and land resources, it will generate a crucial driving force to advance agriculture tied to new rural development toward ecological agriculture, modern rural areas, and civilized farmers.
Identifying science, technology, and innovation development as a pivotal mission that provides the foundation and momentum for developing ecological agriculture, modern rural areas, and civilized farmers, MARD sets the target that by 2030:
- The contribution of Total Factor Productivity (TFP) to agricultural sector growth will exceed 50%;
- The proportion of agricultural product value produced under Good Agricultural Practices (VietGAP) or equivalent standards will surpass 40%;
- The application rate of science and technology task outcomes into practice will exceed 90% by 2025 and 95% by 2030;
- At least 60% of research outcomes will be recognized as technical advances and applied to production;
- The total value of technology transfer and commercialization of research results to enterprises will increase by 20% in the 2021–2025 period and 35% in the 2026–2030 period.
Concluding the conference, Minister Le Minh Hoan reiterated: Science and technology do not merely stop at generating productivity and yield, but at creating added value. Added value comes from multi-value integration within an industry aimed at reducing costs. Examples include ecological agriculture, circular agriculture, organic agriculture, green agriculture, and emission-reduction agriculture—all intended to build brands and create added value. That is precisely the future direction of science and technology.
