(Chinhphu.vn) - The Ministry of Agriculture and Environment has set a target for the sector's whole GDP growth rate to reach 3.7% in 2026, with total export turnover of agriculture, forestry, and aquatic products reaching 73–74 billion USD, aiming toward transforming the growth model in a green, modern, and sustainable direction.

Restructuring production and innovating the growth model remain the overarching focus, taking science and technology, digital transformation, and production reorganization as key drivers
To realize the above goals, the Ministry has issued an action plan to implement the Government's Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP, focusing on restructuring the sector in tandem with innovating the growth model, building modern new rural areas, effectively managing resources, and protecting the environment.
Alongside the growth target, the Agriculture and Environment sector strives to reduce the multidimensional poverty rate by 1–1.5%, achieve at least 15% of communes meeting new rural standards; ensure that 95% of municipal solid waste is collected and treated in compliance with standards; and achieve 62% of rural households with access to clean water. Forest cover will be maintained stably at 42.02%.
The Ministry identified restructuring production and innovating the growth model as the overarching focus, leveraging science and technology, digital transformation, and the reorganization of production as key drivers. Agricultural, forestry, and fishery production will be developed toward green, circular, and multi-value integrated practices; organized into large-scale specialized farming zones, tied to traceability, market standards, and value chain linkages.
In parallel, the Ministry continues to refine the institutional framework, step up administrative procedure reform, and improve the business and investment climate; expand export markets, effectively leverage FTAs; accelerate the disbursement of public investment, prioritizing infrastructure serving production, logistics, digital transformation, and proactive adaptation to climate change, ensuring sustainable and long-term agricultural development.
The action plan also emphasizes the objective of raising incomes and improving the livelihoods of rural residents, placing people at the center as the primary beneficiaries of development outcomes. Developing rural infrastructure, building modern agriculture, civilized rural communities, and fostering happy farmers serve as the core orientation throughout.
Furthermore, the Ministry focuses on developing effective forms of production and business organization; building an ecosystem of agricultural enterprises and new-style cooperatives; and simultaneously enhancing disease prevention and control for crops, livestock, and aquatic species to safeguard production and stabilize the market.
The 2026 Action Plan of the Ministry of Agriculture and Environment clearly reflects a proactive, decisive, and innovative spirit. With a system of concrete, synchronized targets, indicators, and solutions, the Agriculture and Environment sector expects to establish a solid foundation for the new phase of development, heading toward ecological agriculture, modern rural areas, and a sustainable environment.
