(Chinhphu.vn) – Deputy Prime Minister Ho Quoc Dung has signed Decision No. 804/QĐ-TTg dated May 6, 2026, issuing the list of datasets for artificial intelligence development in essential sectors.

The Prime Minister has issued the list of datasets for artificial intelligence development in essential sectors.
According to the Decision, the list of datasets for artificial intelligence development in essential sectors includes:
1. The list of datasets for artificial intelligence development in essential sectors (Appendix I), comprising 15 datasets covering: Vietnamese and ethnic minority languages; national knowledge; legal and administrative documents (excluding classified documents); science, technology, and innovation; public services and administrative procedures; health and healthcare; education and training; agriculture; transport and urban areas; natural resources and the environment; economy and markets; culture, heritage, and tourism; national maps and geospatial data; telecommunications and digital infrastructure; and international multilingual data regarding Vietnam.
2. The list of priority datasets for artificial intelligence development (Appendix II), developed based on the datasets specified in Appendix I, comprising the following 5 main data categories:
- Data for developing Vietnamese large language models, including: standard Vietnamese language data; Vietnamese conversations and interactions; Vietnamese speech; ethnic minority languages; model instruction and alignment; synthetic data; press and media; specialized knowledge and terminology; and legal and administrative management documents; scientific, academic, and technical standards; source code and programming; mathematics and scientific reasoning; Vietnamese culture and history; open-source data from the Internet and digital environments; bilingual and multilingual data.
- Data for developing computer vision AI, including: multimedia data for understanding image and video contexts; and image data in the fields of healthcare, agriculture, transportation, urban areas and infrastructure, and satellite and remote sensing.
- Data for testing and evaluating AI systems, including: data for assessing Vietnamese language comprehension and conversational ability; knowledge of Vietnamese law; programming and technical skills; reasoning and knowledge capabilities; and socio-cultural understanding.
- Data for developing AI in essential sectors, including: data on administrative procedures, healthcare and medical care, education, environment and climate, energy and resources, finance and economy, national digital maps and geography, and telecommunications infrastructure and digital networks.
- Data for developing AI for safety and reliability assessment, including: data for detecting fake news and misinformation; identifying AI-generated multimedia content; attack scenarios and AI ethics testing; and detecting malware and cybersecurity threats.
The datasets specified in Appendix I shall be implemented during the 2026–2030 period, with priority given to the data categories specified in Appendix II of this Decision. The collection, creation, sharing, processing, utilization, and exploitation of datasets included in the List issued with this Decision must comply with legal regulations regarding data, personal data protection, state secret protection, intellectual property, and other relevant laws.
* According to the Ministry of Science and Technology, the objective of issuing the List of datasets for artificial intelligence (AI) development in essential sectors is to establish a synchronized, open, and secure national AI data ecosystem; and to complete Big Data repositories and data lakes in essential sectors to foster AI research and application in state governance and digital economic development.
The goal is to ensure that, by 2030, 100% of priority databases are digitized and standardized for integration into the national integrated database supporting AI development, and to achieve full mastery of Vietnamese-language large language models and core AI algorithms tailored to Vietnam's specific characteristics.
