Ngày 18/04/2025 tại Hà Nội, Chủ tịch HĐTV Ngô Đức Đoàn, Tổng giám đốc Nguyễn Thanh Tùng và các Phó Tổng Giám đốc, Giám đốc kiểm toán các đơn vị đã thay mặt Hội đồng Thành viên, Ban điều hành và đội ngũ Kiểm toán viên Hãng Kiểm toán AASC tham dự “Lễ kỷ niệm 20 năm thành lập và Đại hội Đại biểu toàn quốc nhiệm kỳ VI của Hội Kiểm toán viên hành nghề Việt Nam - VACPA”

Phát biểu tại buổi lễ, Thứ trưởng Hồ Sỹ Hùng thay mặt Lãnh đạo Bộ Tài chính chúc mừng ngành kiểm toán độc lập tại Việt Nam đã có bước phát triển vượt bậc góp phần vào sự phát triển của đất nước với hơn 220 doanh nghiệp kiểm toán, quy tụ gần 15.000 người lao động, trong đó, gần 7.000 người được Bộ Tài chính cấp chứng chỉ kiểm toán viên và gần 2.500 kiểm toán viên đăng ký hành nghề.

Đại hội đã bầu bà Vũ Thị Mai, nguyên Thứ trưởng Bộ Tài chính làm Chủ tịch VACPA; ông Trần Khánh Lâm là Phó Chủ tịch, kiêm Tổng Thư ký nhiệm kỳ VI. Tổng Giám đốc AASC Nguyễn Thanh Tùng trúng cử Ủy viên BCH VACPA, Giám đốc kiểm toán Trần Thu Loan trúng cử Thành viên Ban Kiểm tra VACPA.

Để ghi nhận thành tích đóng góp cho các hoạt động của ngành kiểm toán độc lập Việt nam và hoạt động của VACPA, Chủ tịch HĐTV Ngô Đức Đoàn, Tổng Gíám đốc Nguyễn Thanh Tùng, Phó Tổng Giám đốc Đỗ Thị Ngọc Dung đã vinh dự nhận Bằng khen của Bộ trưởng Bộ Tài chính. Đây là sự vinh danh xứng đáng cho những cống hiến không ngừng nghỉ của các hội viên cá nhân tiêu biểu của AASC, đồng thời thể hiện sự đồng lòng và nỗ lực của tập thể Công ty trong việc đóng góp vào sự phát triển của ngành kiểm toán độc lập nước nhà.

Với bề dày hoạt động gần 35 năm, AASC đã không ngừng phấn đấu để hoàn thành xuất sắc mọi nhiệm vụ và dịch vụ do Nhà nước và Bộ Tài chính giao phó. Công ty đã xây dựng được uy tín vững chắc, tạo dựng thương hiệu đáng tin cậy, và đạt được những thành tựu nổi bật, góp phần không nhỏ vào sự phát triển của ngành kiểm toán độc lập và ngành thẩm định giá tại Việt Nam. Chúng ta tin tưởng AASC đã và đang góp phần xây dựng Hội Kiểm toán viên hành nghề Việt Nam phát triển vững mạnh trong kỷ nguyên vươn mình.

Nhận lời mời của Trung tâm Tư vấn hướng nghiệp và việc làm và Đoàn Thanh niên Cộng sản HCM trường Đại học KTQD, ngày 24 tháng 3 năm 2025, Hãng Kiểm toán AASC đã đồng hành cùng 50 doanh nghiệp tham dự Tuần nghề nghiệp và việc làm “NEU Career week 2025” với chủ đề: “Nguồn nhân lực thích ứng với trí tuệ nhân tạo”. Bên cạnh đó, sự kiện đã thu hút rất nhiều các bạn sinh viên đến từ các khối ngành Kinh tế, Quản lý, Quản trị, Tài chính, Kế toán, Kiểm toán, Thẩm định giá,…. từ các trường đại học trên địa bàn Hà Nội.

Thay mặt Lãnh đạo nhà trường, PGS.TS Nguyễn Thành Hiếu – Phó Giám đốc Đại học Kinh tế Quốc dân đã phát biểu khai mạc và cảm ơn các doanh nghiệp tham dự trong đó có AASC. Ban Lãnh đạo nhà trường, Ban Tổ chức sự kiện cũng đã tặng hoa và bảng vinh danh tri ân các nhà tài trợ.

Bên cạnh đó, nằm ở vị trí thuận lợi, gian trại của Hãng Kiểm toán AASC đã dành được sự quan tâm của các bạn sinh viên năm thứ 3 và thứ 4, đặc biệt là chuyên ngành Kế toán, Kiểm toán, Tài chính - Ngân hàng và Thẩm định giá. Tại đây các sinh viên đã rất hào hứng khi được nghe tư vấn, tìm hiểu tiến trình phát triển nghề nghiệp của Ngành Kiểm toán Độc lập nói chung trong đó có AASC và bày tỏ nguyện vọng có cơ hội là một thành viên dưới mái nhà của Hãng Kiểm toán AASC trong tương lai.

(TBTCO) - Bộ Tài chính đang lấy ý kiến góp ý với dự thảo Nghị định gia hạn thời hạn nộp thuế giá trị gia tăng, thuế thu nhập doanh nghiệp, thuế thu nhập cá nhân và tiền thuê đất năm 2025.

Dự kiến tổng số thuế được gia hạn là gần 102.000 tỷ đồng. Gia hạn góp phần tiếp tục hỗ trợ, giảm bớt khó khăn cho các doanh nghiệp, cá nhân tập trung vốn vào sản xuất, kinh doanh, tạo đà thúc đẩy phát triển kinh tế.

Bộ Tài chính cho biết, năm 2024 mặc dù tình hình kinh tế vĩ mô đã có sự tăng trưởng tương đối khả quan. kinh tế Việt Nam vẫn tiếp tục gặp nhiều khó khăn, thách thức. Ổn định kinh tế vĩ mô còn tiềm ẩn rủi ro và chịu nhiều áp lực lớn; tăng trưởng tín dụng còn khó khăn, nợ xấu có nguy cơ gia tăng; giải ngân vốn đầu tư công thấp hơn so với cùng kỳ năm 2023. Thị trường bất động sản đã có chuyển biến nhưng chưa rõ nét, áp lực lớn trả nợ trái phiếu doanh nghiệp đến hạn.

Hoạt động sản xuất, kinh doanh trong một số ngành, lĩnh vực còn khó khăn, sản lượng giảm hoặc không tăng so với năm 2023 như ngành nông nghiệp, lâm nghiệp và thủy sản, khai thác dầu thô và khí thiên nhiên, sản xuất sắt thép, sản xuất máy công cụ, sản xuất thuốc lá điếu, sản xuất đồ uống,... Ngành du lịch chưa khởi sắc do số lượt khách du lịch nội địa tăng chậm (tăng 1,7% so với năm 2023), sản xuất ô tô chỉ tăng 2,94% so với năm 2023.

Như vậy, để hỗ trợ hoạt động sản xuất kinh doanh, tạo đà thúc đẩy phát triển kinh tế, trong khi vẫn phải đảm bảo giảm thiểu tác động cân đối ngân sách nhà nước (không dẫn đến điều chỉnh dự toán thu ngân sách nhà nước đã được Quốc hội quyết định) thì cần thiết có giải pháp về gia hạn thời hạn nộp thuế và tiền thuê đất, đảm bảo phù hợp với thẩm quyền được giao của Chính phủ theo quy định tại Điều 63 Luật Quản lý thuế.

Nghị định được ban hành sẽ góp phần tiếp tục hỗ trợ, giảm bớt khó khăn cho các doanh nghiệp, cá nhân tập trung vốn vào sản xuất, kinh doanh, tạo đà thúc đẩy phát triển kinh tế.

Tổng số thuế được gia hạn là gần 102.000 tỷ đồng

Về đối tượng được gia hạn, Bộ Tài chính đề xuất: Tiếp tục gia hạn thời hạn nộp thuế và tiền thuê đất đối với các đối tượng quy định tại Điều 3 Nghị định số 64/2024/NĐ-CP ngày 17/6/2024 của Chính phù.

Về cơ chế gia hạn, Bộ Tài chính đề xuất phạm vi của chính sách là gia hạn thời hạn nộp thuế giá trị gia tăng, thuế thu nhập doanh nghiệp, thuế thu nhập cá nhân và tiền thuê đất như Nghị định số 64/2024/NĐ-CP.

Về thời gian thực hiện (trong năm 2025):

Đối với thuế giá trị gia tăng (GTGT) , Bộ Tài chính đề xuất: Gia hạn 06 tháng đối với số thuế giá trị gia tăng của tháng 2, tháng 3/2025 và quý I/2025; gia hạn là 5 tháng đối với số thuế GTGT của tháng 4, tháng 5, tháng 6/2025 và quý II/2025.

Đánh giá tác động, Bộ Tài chính cho biết, thực hiện theo phương án nêu trên, thì tổng số thuế GTGT gia hạn khoảng 62.000 tỷ đồng. Tuy nhiên, số thu ngân sách nhà nước (NSNN) của năm 2025 không giảm do doanh nghiệp phải thực hiện nộp vào NSNN chậm nhất là ngày 31/12/2025.

Đối với thuế thu nhập doanh nghiệp, Bộ Tài chính đề nghị: Gia hạn 5 tháng đối với số thuế thu nhập doanh nghiệp (TNDN) tạm nộp của quý I và quý II kỳ tính thuế thu nhập doanh nghiệp năm 2025. Thực hiện theo phương án trên, ước tính số thuế TNDN tạm nộp quý I và quý II của kỳ tính thuế thu nhập doanh nghiệp năm 2025 được gia hạn khoảng 36.000 tỷ đồng.

Đối với hộ kinh doanh, cá nhân kinh doanh, để tháo gỡ khó khăn cho hộ kinh doanh, cá nhân kinh doanh, Bộ Tài chính đề xuất: Gia hạn thời hạn nộp thuế giá trị gia tăng, thuế thu nhập cá nhân đối với số tiền thuế phát sinh phải nộp năm 2025 của hộ kinh doanh, cá nhân kinh doanh. Hộ kinh doanh, cá nhân kinh doanh thực hiện nộp số tiền thuê được gia hạn tại khoản này chậm nhất là ngày 31/12/2025.

Số thuế hộ kinh doanh, cá nhân kinh doanh được gia hạn là khoảng 350 tỷ đồng, nhưng số thu ngân sách nhà nước của năm 2025 không giảm do hộ, cá nhân kinh doanh phải thực hiện nộp vào NSNN chậm nhất là ngày 31/12/2025.

Đối với tiền thuê đất : Theo quy định hiện hành tại Khoản 3 Điều 18 Nghị định số 126/2020/NĐ- CP ngày 19/10/2020 của Chính phủ quy định chi tiết một số điều của Luật Quản lý thuế thì thời hạn nộp tiền thuê đất hàng năm là 2 kỳ (kỳ thứ nhất nộp 50% chậm nhất là ngày 31 tháng 5; kỳ thứ hai nộp đủ phần còn lại chậm nhất là ngày 31/10 hàng năm). Bộ Tài chính đề nghị: Gia hạn thời hạn nộp tiền thuê đất đối với 50% số tiền thuê đất phát sinh phải nộp năm 2025 của doanh nghiệp, tổ chức, hộ gia đình, hộ kinh doanh cá nhân thuộc đối tượng quy định tại Điều 3 Nghị định này đang được Nhà nước cho thuê đất trực tiếp theo Quyết định hoặc Hợp đồng của cơ quan nhà nước có thẩm quyền dưới hình thức trả tiền thuê đất hàng năm. Thời gian gia hạn là 6 tháng kể từ ngày 31/5/2025.

Dự kiến số tiền thuê đất được gia hạn khoảng 3.600 tỷ đồng; tuy nhiên, số thu NSNN của năm 2025 không giảm.

Như vậy, theo Bộ Tài chính ước tính tổng số thuế được gia hạn theo các chính sách tại dự thảo Nghị định là gần 102.000 tỷ đồng.

(TBTCO) - Bộ Tài chính đang lấy ý kiến góp ý với dự thảo Nghị định gia hạn thời hạn nộp thuế giá trị gia tăng, thuế thu nhập doanh nghiệp, thuế thu nhập cá nhân và tiền thuê đất năm 2025. Nhiều ý kiến cho rằng, chính sách này tiếp tục là giải pháp cần thiết, giúp doanh nghiệp, người dân có thêm vốn đưa vào sản xuất, kinh doanh.

Đề xuất gia hạn gần 102.000 tỷ đồng tiền thuế, tiền thuê đất

Theo đánh giá của Bộ Tài chính, năm 2024 mặc dù tình hình kinh tế vĩ mô đã có sự tăng trưởng tương đối khả quan, nhưng kinh tế Việt Nam vẫn tiếp tục gặp nhiều khó khăn, thách thức. Ổn định kinh tế vĩ mô còn tiềm ẩn rủi ro và chịu nhiều áp lực lớn; tăng trưởng tín dụng còn khó khăn, nợ xấu có nguy cơ gia tăng; giải ngân vốn đầu tư công thấp hơn so với cùng kỳ năm 2023. Thị trường bất động sản đã có chuyển biến nhưng chưa rõ nét, áp lực lớn trả nợ trái phiếu doanh nghiệp đến hạn.

Đặc biệt, hoạt động sản xuất, kinh doanh trong một số ngành, lĩnh vực còn khó khăn, sản lượng giảm hoặc không tăng so với năm 2023 như ngành nông nghiệp, lâm nghiệp và thủy sản, khai thác dầu thô và khí thiên nhiên, sản xuất sắt thép, sản xuất máy công cụ, sản xuất thuốc lá điếu, sản xuất đồ uống,... Vì vậy, để hỗ trợ hoạt động sản xuất kinh doanh, tạo đà thúc đẩy phát triển kinh tế, trong khi vẫn phải đảm bảo giảm thiểu tác động cân đối ngân sách nhà nước (NSNN) (không dẫn đến điều chỉnh dự toán thu NSNN đã được Quốc hội quyết định) thì cần thiết có giải pháp về gia hạn thời hạn nộp thuế và tiền thuê đất, đảm bảo phù hợp với thẩm quyền được giao của Chính phủ theo quy định tại Điều 63 Luật Quản lý thuế.

Bộ Tài chính cho rằng, Nghị định được ban hành sẽ góp phần tiếp tục hỗ trợ, giảm bớt khó khăn cho các doanh nghiệp, cá nhân tập trung vốn vào sản xuất, kinh doanh, tạo đà thúc đẩy phát triển kinh tế.

Theo đề xuất của Bộ Tài chính, tổng số thuế được gia hạn ước là gần 102.000 tỷ đồng. Về đối tượng được gia hạn, Bộ Tài chính đề xuất, tiếp tục gia hạn thời hạn nộp thuế và tiền thuê đất đối với các đối tượng quy định tại Điều 3 Nghị định số 64/2024/NĐ-CP ngày 17/6/2024 của Chính phù.

Về cơ chế gia hạn, Bộ Tài chính đề xuất phạm vi của chính sách là gia hạn thời hạn nộp thuế giá trị gia tăng (GTGT), thuế thu nhập doanh nghiệp (TNDN), thuế thu nhập cá nhân (TNCN) và tiền thuê đất như Nghị định số 64/2024/NĐ-CP.

Thời gian thực hiện trong năm 2025. Cụ thể, đối với thuế GTGT, Bộ Tài chính đề xuất gia hạn 6 tháng đối với số thuế GTGT của tháng 2, tháng 3/2025 và quý I/2025; gia hạn là 5 tháng đối với số thuế GTGT của tháng 4, tháng 5, tháng 6/2025 và quý II/2025.

Doanh nghiệp có thêm nguồn lực tài chính vượt qua khó khăn

Đánh giá tác động về việc triển khai gia hạn nộp thuế, Bộ Tài chính cho biết, thực hiện theo phương án nêu trên, thì tổng số thuế GTGT gia hạn khoảng 62.000 tỷ đồng. Tuy nhiên, số thu NSNN của năm 2025 không giảm do doanh nghiệp phải thực hiện nộp vào NSNN chậm nhất là ngày 31/12/2025.

Đối với thuế TNDN, Bộ Tài chính đề nghị gia hạn 5 tháng đối với số thuế TNDN tạm nộp của quý I và quý II kỳ tính thuế TNDN năm 2025. Thực hiện theo phương án trên, ước tính số thuế TNDN tạm nộp quý I và quý II của kỳ tính thuế TNDN năm 2025 được gia hạn khoảng 36.000 tỷ đồng.

Đối với hộ kinh doanh, cá nhân kinh doanh, để tháo gỡ khó khăn cho hộ kinh doanh, cá nhân kinh doanh, Bộ Tài chính đề xuất gia hạn thời hạn nộp thuế GTGT, thuế TNCN đối với số tiền thuế phát sinh phải nộp năm 2025 của hộ kinh doanh, cá nhân kinh doanh. Hộ kinh doanh, cá nhân kinh doanh thực hiện nộp số tiền thuê được gia hạn tại khoản này chậm nhất là ngày 31/12/2025.

Số thuế hộ kinh doanh, cá nhân kinh doanh được gia hạn là khoảng 350 tỷ đồng, nhưng số thu NSNN của năm 2025 không giảm do hộ, cá nhân kinh doanh phải thực hiện nộp vào NSNN chậm nhất là ngày 31/12/2025.

Thời gian gia hạn là 6 tháng kể từ ngày 31/5/2025.

Theo đánh giá của Phó Tổng cục trưởng Tổng cục Thuế Đặng Ngọc Minh, giải pháp hỗ trợ về thuế và tiền thuê đất đã và đang tạo điều kiện rất lớn giúp các doanh nghiệp giảm thiểu chi phí sản xuất, tăng lợi nhuận, tăng khả năng kích cầu trong nền kinh tế. Các chính sách hỗ trợ về thuế dự kiến áp dụng trong năm 2025 sẽ tiếp tục hỗ trợ doanh nghiệp và người dân trong việc giảm giá thành hàng hóa, dịch vụ, từ đó kích thích tiêu dùng của người dân, góp phần thúc đẩy sản xuất kinh doanh của doanh nghiệp, tạo thêm công ăn việc làm cho người lao động và đạt được mục tiêu kích cầu tiêu dùng, thúc đẩy sản xuất kinh doanh và phục hồi phát triển kinh tế - xã hội.

Chủ tịch Hội tư vấn Thuế Việt Nam Nguyễn Thị Cúc cho rằng, việc gia hạn thời hạn nộp thuế sẽ hỗ trợ các doanh nghiệp và người dân gặp khó khăn thông qua giảm chi phí tài chính, hỗ trợ thanh khoản và dòng tiền, mà lại không tác động xấu đến NSNN. Với chính sách này, các doanh nghiệp có thêm nguồn lực tài chính vượt qua khó khăn, duy trì sản xuất, kinh doanh, không phải đi vay và trả lãi vay./.

Thực hiện chủ trương sáp nhập, tinh gọn bộ máy, với tinh thần khẩn trương cao độ, đoàn kết, đồng lòng, ngành Thuế đã xác định chuyển đổi mô hình từ quản lý theo chức năng sang quản lý theo đổi tượng kết hợp với chức năng. Để mô hình tổ chức bộ máy mới hoạt động hiệu lực, hiệu quả, trong 2 ngày 27-28/02, tại TP Hưng Yên, Tổng cục Thuế tổ chức Hội nghị về công tác chuẩn bị cho việc chuyển đổi quản lý thuế theo tổ chức bộ máy mới, dưới sự chủ trì của Phó Tổng cục trưởng Mai Sơn. Dự Hội nghị có lãnh đạo các Cục, Vụ, đơn vị trực thuộc Tổng cục Thuế; lãnh đạo Cục Thuế và đại diện các phòng nghiệp vụ của Cục Thuế các tỉnh, thành phố: Hà Nội; Hưng Yên, Hải Dương, Hải Phòng, Hà Nam, Ninh Bình, Nam Định.

Phát biểu tại hội nghị, Phó Tổng cục trưởng Mai Sơn cho biết, hội nghị lần này được tổ chức để xây dựng và hoàn thiện những phương thức chuyển đổi từ mô hình quản lý thuế theo chức năng kết hợp với đối tượng chuyển sang mô hình mới là quản lý theo đối tượng, kết hợp với chức năng nên cũng sẽ có nhiều công việc thay đổi.

“Một số chức năng liên quan đến quy trình quản lý thuế mới được gộp lại và phân định cụ thể. Theo đó, ngành Thuế tăng cường các ứng dụng công nghệ thông tin trong quản lý thuế của cơ quan thuế và tiếp tục hoàn thiện các ứng dụng phục vụ người nộp thuế được tốt hơn ngay sau khi công tác tinh gọn bộ máy hoàn thành, từ đó góp phần quan trọng trong việc tạo môi trường sản xuất kinh doanh minh bạch để cộng đồng doanh nghiệp và người dân yên tâm phát triển.” - Phó Tổng cục trưởng Mai Sơn nhấn mạnh.

Theo Phó Tổng cục trưởng, hội nghị sẽ tập trung vào việc trao đổi, thảo luận và diễn tập giả định về thực hiện phương thức chuyển đổi của cơ quan thuế với những phương án giả định cơ quan thuế mới được hình thành sau sáp nhập tinh gọn đi vào hoạt động thì những nghiệp vụ, chức năng, quy trình quản lý nào cần được triển khai ngay và kịp thời để những hoạt động quản lý bắt nhịp thực tiễn, không để ảnh hưởng đến giải quyết thủ tục hành chính thuế cho người nộp thuế cũng như công tác thu NSNN của cơ quan thuế.

Tại hội nghị, đại diện các đơn vị nghiệp vụ của Tổng cục Thuế và Cục Thuế các địa phương đã chia sẻ nhiều ý kiến và kiến nghị những nội dung vướng mắc phát sinh trong quá trình chuyển đổi mô hình tổ chức bộ máy từ đó đưa ra những đề xuất để việc chuyển đổi quản lý theo tổ chức bộ máy mới hoạt động thông suốt, không ảnh hưởng đến người nộp thuế và công tác quản lý thuế ngày càng hiệu quả hơn.

Theo đó, có ý kiến cho rằng, ngành Thuế cần hướng tới yêu cầu về việc áp dụng thống nhất cơ sở dữ liệu lớn về người nộp thuế (Big Data) trên phạm vi toàn quốc đối với từng doanh nghiệp và các tổ chức, cá nhân, từ đó có phương án hỗ trợ kịp thời người nộp thuế trong các hoạt động sản xuất kinh doanh và thực hiện các nghĩa vụ thuế. Các đại biểu ngành Thuế cho rằng đây chính là yêu cầu tiên quyết để thực hiện chủ trương “nuôi dưỡng nguồn thu” đi vào thực chất và đúng đối tượng.

Theo Vụ trưởng Vụ Kê khai Lê Thị Duyên Hải, định hướng, mô hình tổ chức quản lý thuế mới và nguyên tắc thực hiện nghiệp vụ quản lý thuế muốn thực hiện được đồng bộ, hiệu quả thì mô hình tổ chức, chức năng nhiệm vụ của các bộ phận quản lý thuế theo tổ chức bộ máy mới cần trọng tâm vào việc phân công quản lý theo đối tượng và chức năng và đặc biệt cần đẩy nhanh tiến trình áp dụng toàn diện công nghệ thông tin, trí tuệ nhân tạo và cơ sở dữ liệu lớn về người nộp thuế.

“Bên cạnh việc ứng dụng dữ liệu lớn trong công tác quản lý thuế thì một điểm cần được triển khai thống nhất, đồng bộ toàn diện, đó là mối quan hệ công tác với các bộ phận có liên quan và giữa cơ quan thuế các cấp cần có sự liên kết chặt chẽ thông qua bộ phận một cửa trên địa bàn Tỉnh nơi không có trụ sở chính của cơ quan thuế và phải có sự phối hợp chặt chẽ với các cơ quan quản lý nhà nước trên địa bàn Tỉnh theo nguyên tắc phân công cụ thể thực hiện quy trình nghiệp vụ quản lý thuế theo tổ chức bộ máy mới, từ đó tránh tối đa những nội dung hoặc quy trình chồng chéo gây khó khăn trong công tác quản lý.” - Vụ trưởng Lê Thị Duyên Hải chia sẻ.

Trên cơ sở định hướng, hội nghị đã chia 5 tổ thảo luận theo nhóm gồm: (i) Quản lý, hỗ trợ doanh nghiệp; (ii) Thanh tra kiểm tra thuế; (iii) Nghiệp vụ, dự toán, pháp chế; (iv) Hộ kinh doanh, cá nhân, khoản thu từ đất và khoản thu khác; (v) Quản lý dữ liệu. Theo đó, Tổng cục Thuế đề nghị đại diện các cơ quan thuế nghiêm túc trao đổi, thảo luận và chỉ ra những khó khăn, vướng mắc trong quá trình triển khai thực hiện để báo cáo, đề xuất Tổng cục Thuế có hướng dẫn giải quyết kịp thời.

Một nội dung quan trọng được đưa ra thảo luận, diễn tập, tỷ mỉ, chi tiết đó là công việc chốt sổ và số liệu để thực hiện công tác bàn giao và quyết định lại dự toán, triển khai dự toán, các thủ tục hành chính, các biên bản thanh tra kiểm tra… trong toàn ngành Thuế ngay sau khi công tác sắp xếp tinh gọn bộ máy chính thức được công bố chi tiết và đi vào hoạt động.

Đồng thời, nhóm vấn đề được các Tổ thảo luận kỹ đó là trên cơ sở phân tích, đánh giá đầy đủ những yếu tố tác động, tìm đúng nguyên nhân ảnh hưởng đến kết quả thu. Đề xuất các giải pháp để xử lý, khắc phục những hạn chế trong công tác quản lý thu. Bên cạnh đó đưa ra các giải pháp nâng cao chất lượng, hiệu quả quản lý thu thuế, từ đó đẩy mạnh tiến độ thực hiện nhiệm vụ thu, khai thác tăng thu.

Đối với công tác triển khai công tác sắp xếp tinh gọn bộ máy hệ thống thuế và để đảm bảo công tác pháp chế được xuyên suốt, tại hội nghị, Tổng cục Thuế quán triệt yêu cầu các cơ quan thuế thực hiện và có một số lưu ý trong triển khai công tác pháp chế, công tác thanh tra kiểm tra, công tác dự toán và quản lý hộ, cá nhân kinh doanh,… theo tinh thần kế thừa trách nhiệm khi sau khi công tác sắp xếp tinh gọn bộ máy đã đi vào hoạt động.

Bên cạnh đó, các đơn vị nghiệp vụ sẽ phối hợp phân tích nghiệp vụ, triển khai các giải pháp công nghệ thông tin để giữ nguyên mã cơ quan thu theo địa bàn hiện nay, đồng thời giữ nguyên trạng phân cấp quản lý người nộp thuế hiện hành đến hết năm 2025 để phục vụ theo dõi tình hình thực hiện dự toán thu NSNN đối với từng địa bàn cấp tỉnh, cấp huyện và bổ sung mã cơ quan thuế của Chi cục Thuế khu vực, Chi cục Thuế doanh nghiệp lớn, Chi cục Thuế thương mại điện tử, Đội thuế liên huyện theo mô hình bộ máy mới để theo dõi tình hình thực hiện nhiệm vụ thu NSNN của các Chi cục Thuế và Đội Thuế.

On the morning of December 18, 2024, in Hanoi, AASC Audit Firm joyfully held the 2024 Workers' Conference and New Year's 2025 Celebration. The event was honored to welcome Mrs. Le Thi Hanh – Vice President of the Ministry of Finance’s Trade Union, Mr. Nguyen Truong Son – Secretary of the Party Committee, and Mr. Tran Hoang Ha – Deputy Head of the Organization Department of the Hanoi State-Owned Enterprises Party Committee. From AASC, Mr. Ngo Duc Doan – Chairman of the Board of Members, Mr. Nguyen Thanh Tung – CEO, Mrs. Do Thi Ngoc Dung – Party Secretary/Deputy CEO, as well as other Members of the Board of Members, the Board of Directors, Leaders of various departments, the Trade Union Executive Committee, Youth Union Executive Committee, and all employees of the Company were present.

On behalf of the Executive Board, Deputy CEO Do Manh Cuong presented the Financial Year 17 Summary Report and the plans for Financial Year 18. Mrs. Hoang Thi Thu Hương – Head of the Trade Union’s Inspection Committee, presented the report on the implementation of the democratic regulation and the collective labor agreement of the company. Mrs. Nguyen Lan Anh – Chairwoman of the Trade Union summarized the achievements of the 2024 emulation and reward work and launched the emulation for 2025. Mr. Nguyen Anh Ngọc – Vice Chairman of the Trade Union announced the 2024 awards and presented prizes to the representative teams with outstanding achievements in Financial Year 17.

Speaking at the conference, Mrs. Le Thi Hanh, Vice President of the Ministry of Finance’s Trade Union, acknowledged the company’s success with a 9.06% growth in revenue and praised the union's activities in supporting workers' rights, organizing various emulation, cultural, and sports movements, as well as actively participating in charity events such as sports competitions, flower arrangement, union meals, blood donation, and relief efforts for those affected by Typhoon Yagi.

In celebration of the 80th Anniversary of the Establishment of the Vietnam People's Army (December 22, 1944 – December 22, 2024), AASC’s leadership congratulated and presented gifts to the company’s veterans during the conference. Chairman Ngo Duc Doan, also a member of the Vietnam Ministry of Finance's Veterans Association, delivered a heartfelt speech of gratitude on behalf of the Board of Members, the leadership, and all employees, acknowledging the support from the Party, the Trade Union, and professional associations for the Company’s activities.

Another highlight of this year’s event was the fun Q&A session, a social activity, and the lucky draw for all employees. The Fis 1 Department won two awards: second and third prizes, while the HCM branch claimed first and third prizes. The grand prize was awarded to Nguyen Duc Son from the Valuation Department, presented by Chairman Ngo Duc Doan.

The conference concluded with a New Year’s 2025 celebration, filled with joy and excitement from the distinguished guests and all employees of AASC. This signals good news for the upcoming 2025 and the Year of the Snake (Ất Tỵ). Wishing AASC continued growth and success, and wishing all AASC employees good health, happiness, and a strong contribution to the company’s development aspirations.

On December 19, 2024, at Lotte Hotel Hanoi, the Korean Management Consulting Company (KMAC), a leading consulting organization in Korea, partnered with AASC Audit Firm Co., Ltd to organize the “Vietnam Customer Satisfaction Index (VCSI) 2024 Award Ceremony.” This special event honored outstanding companies that earned high customer trust in 2024 and introduced an international standard customer satisfaction measurement model held for the first time in Vietnam. The event marked a significant step toward supporting the enhancement of Vietnamese companies’ competitiveness.

The ceremony was graced by Assoc.Prof.Dr. Dang Van Thanh, member of the Presidium of the Vietnam Union of Science and Technology Associations, former Deputy Chairman of the National Economic and Budget Committee; Dr. Pham Ngoc Linh, Vice President of the Vietnam Union of Science and Technology Associations; and Mr. Dau Anh Tuan, Deputy Secretary General of the Vietnam Chamber of Commerce and Industry (VCCI), who delivered welcoming speeches.

The event was attended by Mr. Suhee Han – CEO, Mr. Kwangho Song – Executive Director, along with Professor Hejung Lee from CHA University and their supporting team. Following the research presentation on the Customer Satisfaction Index and recommendations to enhance customer satisfaction and business performance by Professor Hejung Lee, exemplary companies in various sectors were honored with certificates. These companies achieved the highest customer satisfaction scores, including Toyota (Automotive Industry), MB Bank (Commercial Banking), HSBC (Foreign Banking), and Mobiphone (Telecommunications). The customer satisfaction index is considered a core element that builds a solid foundation, contributing to building a solid foundation to promote development and sustainable success for businesses.

The VCSI 2024 award ceremony not only recognized these companies but also served as an important platform, providing businesses and customers with valuable insights, practical value, and opportunities for cooperation.

On November 21, 2024, in Hanoi, the 18th AASC Board of Members Congress was successfully held with the participation of 36 Members of the Council and four guests.

In his opening speech, the Chairman of the Board of Member Ngo Duc Doan acknowledged and highly appreciated the achievements made by the Members of the Council, leaders at all levels, auditors, appraisers, technicians, and employees of AASC during fiscal year 17. The Chairman also praised and commended the departments, branches, and units for completing the targets set in the resolution of the 17th Congress of the Members’ Council and the company’s plan.

During the Congress, the Members discussed with high responsibility and contributed valuable opinions on the content of the documents presented at the Congress, including the fiscal year 17 summary report (01/10/2023 – 30/09/2024), the direction for fiscal year 18 (01/10/2024 – 30/09/2025), the Supervisory Board’s report for fiscal year 17 (01/10/2023 – 30/09/2024), and discussions on enhancing the quality and development direction of appraisal services, among others.

On behalf of the executive board, CEO Nguyen Thanh Tung delivered a speech acknowledging the achievements of fiscal year 17 with total revenue reaching 283.96 billion VND, a growth of 9.06% compared to fiscal year 16, achieving 8.8% of the revenue plan set by the Members’ Council. Units with revenue growth over 15% included Audit 3 (16%), Audit 5 (19%), Audit Department 6 (23%), Foreign Investment Audit 1 (18%), Valuation Department (49%), and Project Audit (16%). Units with revenue over 20 billion VND included the HCM Branch, Audit Department 7, Audit Department 1, Audit Department 2, Audit Department 5, and Audit Department 7.

The delegates engaged in lively and responsible discussions, analyzing the causes and solutions to implement the 18^th Board of Members resolution. They also supported the movement towards the 80th anniversary of Vietnam’s finance sector (28/08/1945 – 28/08/2025), the 35th anniversary of the company’s founding (13/05/1991 – 13/05/2026), and the 20th anniversary of AASC's transition from a state-owned enterprise to a limited liability company with more than two members (02/07/2007 – 02/07/2027).

The Congress concluded with a passionate speech from Chairman Ngo Duc Doan, who called for unity and decisive action from the Board of Members, Company leadership, and the AASC workforce. He expressed confidence that the Board of Members would successfully lead and implement the resolutions of the 18th Congress.

To commemorate the 31st Anniversary of the Prime Minister's decision to assign the auditing mission (14/09/1993 – 14/09/2024) and in celebration of AASC's 35th Anniversary (13/05/1991 – 13/05/2025), as well as the 18th General Meeting of AASC’s Board of Members, AASC successfully organized the outdoor walking and running event “Step up the Speed” - Season 2 on September 27, 2024, in Hanoi. The event witnessed active participation from employees in Hanoi, the Ho Chi Minh City branch, and the Quang Ninh branch. Additionally, employees working in various provinces nationwide also joined the competition virtually.

The walking and running competition, which took place from September 1 to September 30, 2024, received enthusiastic engagement from nearly 460 registered participants. With a strong focus on health, community spirit, self-discipline, and honesty, the “Step up the Speed” event successfully attracted the full participation of AASC staff. The event included a 3km walking/running challenge, and the Company’s Trade Union Committee pledged to donate 1,000 VND for each participant to support children with cancer undergoing treatment at the National Institute of Haematology - Blood Transfusion (NIHBT).

The outdoor walking and running event concluded with great success, leaving an unforgettable impression on AASC employees and everyone who loves AASC. This event highlighted AASC’s commitment not only to enhancing service quality, revenue growth, and operational effectiveness but also to maintaining the company’s cultural identity and creating a healthy working environment for employees and the community. AASC continues to uphold its strong tradition of fostering cultural and sports activities, proudly standing as the first independent auditing firm in Vietnam.

On October 26, 2024, at the Thuy Loi University Stadium (Dong Da District, Hanoi), AASC had the honor of participating in the women's football final and attending the closing ceremony of the 2024 "VACPA Football Cup." After 25 days of intense competition, AASC successfully defeated many opponents to secure third place in the men's football category and, notably, claimed the Women's Football Championship. Additionally, Nguyễn Vũ Quỳnh Chi, an auditor at AASC, was awarded the Top Scorer title.

The 2024 "VACPA Football Cup" for both men and women in the northern region took place from October 5 to October 26, 2024. The tournament featured 42 exciting matches with numerous beautiful plays from 7 women's teams and 16 men's teams. AASC's enthusiastic supporters created a vibrant and fair-play atmosphere throughout the final, providing strong motivation for the women's football team – AASC's auditors – to win the championship cup convincingly. Although the men's football team ended the tournament with a bronze medal, they took immense pride in their efforts and the memorable performances they delivered alongside the women's team, making the 2024 VACPA Cup season a great success for AASC.

The tournament concluded with many special moments cherished by AASC's fans and players. It not only highlighted the spirit of sportsmanship but also served as an opportunity to strengthen relationships and foster better understanding between auditors and auditing firms in Vietnam.

On October 27, 2024, AASC participated in and sponsored the Recruitment Day at the Vietnam Academy of Finance. This event is the largest career fair of the year at the Academy, attracting nearly 50 leading businesses and training organizations in the fields of auditing, finance, banking, insurance, securities, and real estate. In his opening speech, Meritorious Teacher - Assoc. Prof. Dr. Nguyen Dao Tung, the new Director of the Vietnam Academy of Finance, expressed gratitude to the sponsors and partner businesses, including AASC, for their active contributions in supporting and guiding students' career paths. On October 16, 2024, in Hanoi, Chairman of the Board of Members Ngo Duc Doan, Deputy General Directors Do Manh Cuong and Vu Xuan Bien, representing the Board of Members and Executive Board of AASC, attended the "Senior Members Honor and Welcoming New Organizational Members Ceremony 2024" hosted by the Vietnam Association of Certified Public Accountant (VACPA).

During the event, AASC proudly received recognition as the organizational member with the most Senior Members honored in this round. The Senior Members include: Mr. Ngo Minh Quy – Deputy General Director, Mr. Tran Trung Hieu – Director of the Ho Chi Minh City Branch, Mr. Truong Mai Quan – Audit Director, Mrs. Tran Thu Loan – Audit Director, Mr. Vu Xuan Tung – Audit Director, Mr. Nguyen Ngoc Duong – Audit Manager, Mr. Nguyen Truong Minh – Audit Manager, Mr. Duong Quan Anh – Audit Manager, and Mrs. Pham Thi Xuan Thu – Audit Manager. This is a well-deserved recognition for the continued dedication of these individual members and reflects the collective effort of AASC in contributing to the development of VACPA and the independent auditing industry in Vietnam.

With over 33 years of operation and particularly 31 years since being entrusted by the Prime Minister with auditing responsibilities on September 14, 1993, AASC has continuously strived to excellently fulfill all tasks and services assigned by the State and the Ministry of Finance. The Company has built a solid reputation, established a trustworthy brand, and achieved remarkable accomplishments, making significant contributions to the development of the independent auditing and valuation industries in Vietnam.

In celebration of the 70th anniversary of the Liberation of Hanoi (October 10, 1954 - October 10, 2024), on the afternoon of October 10, 2024, with the traditions of "gratitude for one's roots" and "fulfilling duties with complete devotion," Chairman of the Board of Members_Ngo Duc Doan, General Director_Nguyen Thanh Tung, Deputy General Director_ Bui Van Thao, Audit Director_Vu Quy Cuong, and Head of Secretariat_Nguyen Lan Anh, on behalf of the Board of Members, the Executive Board, and the Trade Union Executive Committee of AASC Audit Firm, visited and expressed gratitude to Dr. Pham Huy Doan, the first CEO of AASC, for his significant contributions to both the Company and the independent auditing industry and reminisced about the memories from exactly 27 years ago on this day, when on the same date, October 10, 1997, Mr. Ngo Duc Doan, then Deputy Director of AASC, received the Company's construction license for its headquarters at No. 1 Le Phung Hieu, Hoan Kiem, Hanoi.

On behalf of AASC, Chairman Ngo Duc Doan presented 10 red velvet roses and briefly reported the Company’s achievements over nearly 34 years in the independent auditing and valuation industries. He also wished Dr. Pham Huy Doan good health, encouraging him to continue supporting and contributing valuable insights for AASC’s development and the growth of the independent auditing and valuation sectors in Vietnam.

On October 3, 2024, at the headquarters of the Vietnamese Fatherland Front at 46 Trang Thi, Hoan Kiem, Hanoi, Mr. Ngo Dao Hung, Administrative Director and Vice President of AASC's Trade Union, representing AASC, along with the delegation from Vietnam Association of Certified Public Accountants, presented a donation of VND 100,000,000 to the Vietnamese Fatherland Front.

The Vietnam Fatherland Front representative expressed deep gratitude for AASC's generous contribution, especially in the wake of Typhoon No. 3, which had an extremely devastating impact on both lives and property in northern provinces. In addition to the continuous support from the Party and State, contributions from organizations and individuals are crucial in helping the affected communities recover from the devastating impact of the storm.

In response to the call from the Ministry of Finance’s Trade Union, AASC also donated VND 50,000,000 to support those impacted by Typhoon Yagi, as well as additional contributions through the Vietnam Fatherland Front of Trang Tien Ward in Hoan Kiem District.

Over the years, the AASC’s Board of Members, Executive Board, and Trade Union Committee have been committed to supporting charitable causes and helping the community, particularly in response to the September 2023 fire disaster and the damage caused by Typhoon No. 3. These acts reflect the traditional spirit of solidarity and mutual support, where the fortunate help the less fortunate, shown by the collective leadership, staff, employees, and laborers of AASC.

To commemorate the 31st Anniversary of the Prime Minister's decision to assign the auditing mission (14/09/1993 – 14/09/2024) and in celebration of AASC's 35th Anniversary (13/05/1991 – 13/05/2025), as well as the 18th General Meeting of AASC’s Board of Members, AASC successfully organized the outdoor walking and running event “Step up the Speed” - Season 2 on September 27, 2024, in Hanoi. The event witnessed active participation from employees in Hanoi, the Ho Chi Minh City branch, and the Quang Ninh branch. Additionally, employees working in various provinces nationwide also joined the competition virtually.

The walking and running competition, which took place from September 1 to September 30, 2024, received enthusiastic engagement from nearly 460 registered participants. With a strong focus on health, community spirit, self-discipline, and honesty, the “Step up the Speed” event successfully attracted the full participation of AASC staff. The event included a 3km walking/running challenge, and the Company’s Trade Union Committee pledged to donate 1,000 VND for each participant to support children with cancer undergoing treatment at the National Institute of Haematology - Blood Transfusion (NIHBT).

The outdoor walking and running event concluded with great success, leaving an unforgettable impression on AASC employees and everyone who loves AASC. This event highlighted AASC’s commitment not only to enhancing service quality, revenue growth, and operational effectiveness but also to maintaining the company’s cultural identity and creating a healthy working environment for employees and the community. Ngày 13 tháng 9 năm 2024, trong khuôn khổ chuyến công tác tại Hoa Kỳ, đoàn công tác Hãng Kiểm toán AASC do Chủ tịch Ngô Đức Đoàn dẫn đầu, cùng với các Phó Tổng giám đốc Đỗ Mạnh Cường, Đỗ Thị Ngọc Dung, Giám đốc Kiểm toán Hoàng Thị Thu Hương, Đỗ Thị Hồng Thủy, Trưởng ban Thư ký Nguyễn Lan Anh đã đến thăm và làm việc với Hãng Kiểm toán & Tư vấn GHJ, thành viên của mạng lưới HLB quốc tế, tại Los Angeles, Hoa Kỳ.

Tại buổi làm việc, thay mặt AASC, Chủ tịch Ngô Đức Đoàn đã bày tỏ lòng cảm ơn về sự đón tiếp nồng hậu và chia sẻ thông tin về sự phát triển và thành tựu của AASC kể từ khi trở thành thành viên của HLB vào năm 2011. Phó Tổng giám đốc Đỗ Mạnh Cường tiếp tục trao đổi về kinh nghiệm phục vụ của AASC, cơ hội đầu tư tại Việt Nam và các lĩnh vực tiềm năng hợp tác giữa GHJ và AASC.

Về phía GHJ, Đối tác và Tổng giám đốc điều hành của HLB tại Châu Mỹ, Ông Tom Barry đã chia sẻ thông tin về hoạt động của GHJ và mạng lưới HLB toàn cầu. Ông cũng bày tỏ sự sẵn sàng của GHJ trong việc hỗ trợ AASC trong các dịch vụ kiểm toán, tư vấn tài chính và kế toán khi cần thiết.

In response to the 2024 Volunteer Blood Donation Day, organized by the Ho Chi Minh Communist Youth Union of the Ministry of Finance in collaboration with the National Institute of Hematology and Blood Transfusion, AASC Auditing Firm participated enthusiastically on the morning of August 23, 2024, with nearly 50 young union members and trade unionists.

The theme for this year's event, "One drop of blood given, one life saved," carries a powerful message. Each volunteer from AASC, alongside youth from across the country, contributed precious blood to support patients, particularly as the National Institute of Hematology and Blood Transfusion was facing a critical blood shortage.

With over 33 years of development, the collective staff at AASC has actively organized and participated in blood donation drives and many charitable activities in collaboration with the Youth Union and Trade Union of the Ministry of Finance. This volunteer program not only continues the tradition of "mutual love and support" but also underscores the humanitarian spirit and youthful vigor of AASC's employees and youth members.

On the occasion of the 77th Anniversary of War Invalids and Martyrs Day (July 27, 1947 – July 27, 2024), on the morning of July 26, 2024, AASC Auditing Firm held a meeting to express gratitude to its employees who are children of Heroes, War Invalids, and Martyrs.

The event began with a moment of silence in memory of the former General Secretary Nguyen Phu Trong, a humble leader who dedicated his life to serving the people and the country.

Following this, on behalf of the Board of Members and the Company’s Trade Union Executive Committee, Ms. Nguyen Lan Anh, Head of the Secretariat and Chairwoman of the Trade Union, sincerely conveyed warm greetings and deep gratitude to the families of the martyrs. This activity is part of AASC's commitment to honoring the contributions of those who have served the nation, reflecting the traditional cultural values of gratitude and remembrance.

In response to the Company’s thoughtfulness and care, Mr. Luu Thanh Nghi, an auditor technician in the Investment Audit Department and son of a martyr, emotionally expressed his heartfelt thanks to the leadership and Trade Union Executive Committee for their support. Continuing his family’s noble tradition, Mr. Nghi pledged to persist in striving for excellence, contributing to the continued growth and success of the Company.

On the afternoon of July 18, 2024, in Hanoi, AASC Auditing Firm Company Limited and Korea Management Association Consulting (KMAC) held a signing ceremony for a Memorandum of Understanding (MoU) on cooperation in implementing the Vietnam Customer Satisfaction Index (VCSI) service.

Attending the ceremony, on KMAC’s side, there were Mr. Lee Lib, Vice President, and Mr. Kwang Ho Song, Chief Operating Officer (COO). Representing AASC, there were Mr. Do Manh Cuong, a Member of the Board of Members and Standing Deputy General Director, and Ms. Nguyen Lan Anh, a Member of the Board of Members and Head of the Secretariat.

Founded and developed in 1989, KMAC has been a leading provider of comprehensive management solutions, playing a pivotal role in supporting Korea’s economic growth and corporate development. Similarly, in Vietnam, AASC has made significant and responsible contributions to the strong development of the independent auditing and valuation industries.

During the ceremony, Mr. Lee Lib expressed his sincere gratitude to AASC’s Executive Board for their warm and respectful welcome. The KMAC Vice President also conveyed his hope for a deeper collaboration with AASC to successfully implement the service in the Vietnamese market.

As part of the event, Mr. Do Manh Cuong and Mr. Lee Lib, representing the leadership of both organizations, signed the MoU. This agreement will serve as the foundation for further actions and the development of a concrete roadmap tailored to real-world conditions, ensuring sustainable development and long-term cooperation between the two parties.

On July 18, 2024, at the AASC headquarters, Party Cell 1 of the AASC Party Committee held a mid-year preliminary conference to assess its activities over the first six months of 2024 and set out tasks for the last six months of the year. The conference was attended by Comrade Do Thi Ngoc Dung, Deputy General Director and Secretary of the Company’s Party Committee, along with all Party members of Party Cell 1.

During the conference, Party Cell 1 disseminated and thoroughly implemented key directives, including Regulation No. 144-QĐ/TW dated May 9, 2024, issued by the Party Central Committee, which sets ethical standards for Party members and officials in the new era, and Guidance No. 159-HD/BTGTW dated July 3, 2024, from the Central Propaganda Department on enforcing Regulation No. 144-QĐ/TW. Additionally, the conference emphasized Directive No. 35-CT/TW dated June 14, 2024, issued by the Politburo, regarding Party congresses at all levels in preparation for the 14th National Congress of the Communist Party, along with other documents from the Company’s Party Committee.

During the discussion session, Party members unanimously agreed on the mid-year review report and the tasks outlined for the second half of 2024. The discussions were lively, with members proposing various initiatives to promote the specialized topic "Strengthening the Study and Practice of Ho Chi Minh’s Ideology, Morality, and Lifestyle." A particularly well-received proposal was to organize a heritage visit to locations where President Ho Chi Minh once lived and worked.

Speaking at the conference on behalf of the Company’s Party Committee, Comrade Do Thi Ngoc Dung acknowledged the achievements of Party Cell 1 in the past six months. She also encouraged Party members to build on their successes, address existing limitations, and enhance cooperation between departments and branches, particularly in administrative support functions. She emphasized the importance of Party members and leaders setting exemplary standards to foster a strong and exemplary Party Cell 1, ultimately contributing to the successful fulfillment of political tasks assigned by the Board of Members, the Executive Board, and the Company’s Party Committee.

On the occasion of the 77th anniversary of the War Invalids and Martyrs Day (July 27, 1947 – July 27, 2024), on the morning of July 18, 2024, representatives from the AASC Audit Firm's Trade Union, along with a delegation from the Ministry of Finance’s Trade Union, visited and presented gifts to the wounded and sick soldiers at the Kim Bảng War Invalids Rehabilitation Center in Ha Nam.

Currently, the center cares for and treats 107 wounded and sick soldiers from 20 provinces and cities, from Quang Ngai upwards. Among them, 72 people are severely injured, classified as special cases, with a disability rate of 81% or higher; 35 individuals are relatives of those who have made contributions to the country.

On behalf of the delegation, the Vice President of the Ministry of Finance’s Trade Union, Le Thi Hanh, expressed deep emotions, and admiration, and sent the warmest greetings and thanks to the wounded and sick soldiers being cared for at the center. The Ministry of Finance's Trade Union also recognized the effective contributions of many AASC staff to the movements initiated by the Ministry of Finance.

For many years, the Board of Management and the Executive Committee of the AASC Trade Union have always been concerned with activities of gratitude and paying tribute to those who have served, through practical and warm actions. This is a beautiful traditional culture of "drinking water, remembering the source" that AASC Audit Firm has upheld and should continue to be preserved and developed.

On June 28, 2024, in Hanoi, AASC Auditing Firm Co., Ltd held the Closing Ceremony for the annual training course “Training Class for Entry-Level Audit Assistant 2024”. Attending the Closing Ceremony of training course was Deputy General Director_Mrs. Do Thi Ngoc Dung, responsible for training and quality control, representatives of departments leader, along with 60 trainees from the Company's departments, branches and offices.
The training course took place from June 17, 2024 to June 28, 2024, with the participation of experienced lecturers. The trainees received basic training in professional expertise, professional ethics, communication skills, teamwork and detailed auditing for some of modules. The training course provided practical and useful knowledge, helping the Entry-level Audit Assistant quickly grasp their work in a professional and effective manner. Accordingly, they completed the program well with high academic results. The Company hopes that the Entry-level Audit Assistant will always enhance their professional knowledge, practice professional ethics, and maintain good health to have interesting experiences, continuously learn from their senior colleagues and provide customers with the highest quality services.
The Ceremony ended in a cheerful and enthusiastic atmosphere. The trainees had the opportunity to interact with the department leaders through a tea party to connect, understand, and love the iconic address at No. 1 Le Phung Hieu, Hanoi - a place that will accompany and support them in developing careers and continuously shining in the future.

On May 30, 2024, in Hanoi, AASC Auditing Firm Co., Ltd participated in the KLE Audit Competition 2024 (KAC 2024) as a Gold Sponsor. Mrs. Do Thi Ngoc Dung, Deputy General Director of AASC represented the Company as a member of the jury for the competition.

Organized by the KSM Auditor Club, the Associated Union of Institute of Accounting_Auditing and the National Economics University (NEU) Career Center under the sponsorship of KLE Joint Stock Company, the competition created an attractive academic playground for students who passionate about the fields of Accounting - Auditing – Taxation. Participating in the competition, students not only had the opportunity to approach useful knowledges, valuable experiences along with the numerous job opportunities but also enhanced their sharp thinking and maximized their personal potential.

At the competition, Mrs. Dung provided evaluations and comments on the professional aspects of the contestants, significantly contributing to the Competition Organizers' efforts to identify the most talented and deserving candidates in the Finale night.

Over the past 30 years of operation and especially during the VI term (2019-2024), the Vietnam Association of Accountants and Auditors has achieved numerous accomplishments and successes in the fields of Accounting, Auditing, Finance, and Taxation. From May 28, 2021, the Ministry of Home Affairs approved the Association's Charter and since then, the Association has reached a new level. The Congress elected 43 members to the Association's Executive Committee for term 2024 - 2029 and elected 05 members to the Association's Inspection Committee. Comrade Do Thi Ngoc Dung_Deputy General Director of AASC Auditing Firm Co., Ltd was honored to become a member of the Executive Committee of the Vietnam Association of Accountants and Auditors for the VII term with consensus of the entire Congress (100% of delegates agreed). On April 9th and 10th, 2024, at Cau Giay Sport Stadium in Hanoi, AASC Auditing Firm Co., Ltd sent 14 athletes to participate in “The Sports Competition of the Ministry of Finance Trade Union 2024", the competition contents including: Badminton Women's Singles, Badminton Men's Doubles and Table Tennis. The age limit for athletes in each competition content is specified as follows: Men's Singles under 36 years old, Men's Doubles from 36 to 47 years old and Mixed Doubles from 36 to 47 years old.

Besides AASC, there are also 29 other units participated in this year's competition, including: General Department of Taxation, State Treasury and General Department of Customs, etc. The AASC athletes played their best and the final results were surprising and intersting. AASC won a total of 06 Medals (01 Gold, 02 Silver and 03 Bronze) including: Athlete Nguyen Thi Huyen My - KT1 excellently won the First Prize in Badminton Women's Singles under 36 years old, 02 Second Prizes in Men's Table Tennis Doubles under 36 years old was awarded to the team of Mr. Do Manh Cuong - Permanent Deputy General Director - Mr. Dao Huy Hung - KT3 and the team of Nguyen Van Tam - Hua Truong Giang from the General Department, 02 Third Prizes in Men's Table Tennis Singles under 36 years old was awarded to athletes Nguyen Trung Kien - KT2 and Nguyen Trong Duc - KT3, 01 Third Prize in Badminton Men's Doubles under 36 years old was awarded to athletes Nguyen Tien Luat - KT1 and Ha Quang Hung – KT3.

To recognize the impressive achievements of the Company’s Auditors and Staff in the first 6 months of the year and to encourage the entire Company to exceed the business and management plan for the fiscal year 17. In the preparation for the 33rd anniversary of the establishment of AASC Auditing Firm Co., Ltd (May 13, 1991 - May 13, 2024), 17th anniversary of successful auction (May 2, 2007 - May 2, 2024), 11st anniversary of the brand announcement (May 17, 2013 - May 17, 2024); On April 11, 2024, the Company held a meeting party to mark the end of the busy season. At the same time, the Company also awarded prizes to the athletes who achieved oustanding results at the Sports Tournament of the Ministry of Finance Trade Union 2024.

On March 24, 2024, at the invitation of the Center for Career Counseling & Employment and the Youth Union of National Economics University (NEU), AASC Auditing Firm Co., Ltd joined nearly 40 enterprises in participating in the Career and Employment Week "NEU Career Week 2024" with the theme: "Human Resources Adapting to Globalization”. The event attracted numerous students from the fields of Economics, Management, and Business Administration from various universities in Hanoi.

On behalf of the school's leadership, Associate Professor Ph.D. Nguyen Thanh Hieu – Vice President of National Economics University, delivered the opening speech and expressed gratitude to the participating Companies, including AASC. On February 15, 2024 – the 6th day of the Lunar New Year of the Dragon, in the joyful atmosphere welcoming a new spring full of hope and trust, the Chairman of the Board of Members, the Board of General Directors, the Leaders of Departments/Divisions, and all AASC employees gathered for a New Year’s gathering to give each other the best wishes.

On behalf of the Company's leadership, General Director_Mr. Nguyen Thanh Tung acknowledged the efforts of all AASC employees and also reviewed the achievements of Company in 2023. Despite some unfavorable objective factors, we have achieved many encouraging results in the context of the Vietnamese economy being affected by the global economic crisis. The General Director wished the Board of Members, the Executive Board and all AASC leaders and employees good health, prosperity, and success in the new year. He also hoped that all Departments and Branches would unite and successfully achieve the targets set out in the Board of Members’ Resolution for the 17th fiscal year.

Along with joyful congratulations, New Year's lucky money from the Executive Board and the Company's Trade Union was given to AASC employees. On January 23 and 24, 2024, AASC Auditing Firm Co., Ltd coordinated with Viettel Group to organize training at Viettel Commerce and Import – Export Limited Company on current regulations and practice of equitization of state-owned enterprises. The training session was attended by leaders of the Group's Financial Investment Department and more than 80 officials at all levels of leadership and specialized departments in the Group and the Company. On AASC's side were Ms. Cat Thi Ha - Deputy General Director, Mr. Nguyen Ngoc Lan - Deputy General Director, Mr. Nguyen Duc Trong - Appraiser, and Ms. Mai Thi Hong - Consulting Director representing the securities company.

At the training session, Mr. Nguyen Ngoc Lan - Deputy General Director of AASC spoke on behalf of the Company to thank the trust and cooperation of the Group's Board of Directors, and the coordination of Viettel Commerce and Import – Export Limited Company in the process of providing specialized services of AASC.

The training program takes place with many rich contents such as: Overview of legal regulations on equitization and equitization process; Guidance on procedures for inventory and financial handling of equitized enterprises that need to be carried out; Introduction to methods of determining enterprise value for equitization; Prepare equitization plans and policies for employees...

The training session took place enthusiastically with many suggested contents and topics. AASC shared valuable experiences from the practice of participating in the equitization of hundreds of state-owned enterprises since the first years of implementation present the Party and Government's policies. In particular, during the training process, equitized enterprises were shared with good lessons when implementing work steps to equitize enterprises, applying them to actual business activities at Viettel Commerce and Import – Export Limited Company and possible risks, measures to prevent during the equitization process of state-owned enterprises. The participating staff felt that the program content was very useful, and helped businesses preparing for equitization to better understand the procedures that need to be carried out in the equitization process. Indeed, with nearly 33 years of achievements and many years of pioneering in the fields of valuation and equitization consulting, advice from AASC experts has been attended by a large number of students.

Spring of the year of Dragon 2024 is approaching, along with the message of "Spring filled of Abundance", AASC hosted a table tennis exchange event on January 10th, 2024, in Hanoi. The event was graced by the presence of Mr. Dang Thai Hung, Former Head of the Accounting and Auditing System Department, now Director of the Department of Management and Supervision of Accounting and Auditing - Ministry of Finance, and Mr. Nguyen Hung Minh, Former Head of the Emulation and Award Department - Ministry of Finance. Attending the exchange event, representing AASC were Chairman of the Board of Members_Mr. Ngo Duc Doan, Permanent Deputy General Director_Mr. Do Manh Cuong, representatives of the Trade Union Executive Committee, the Youth Union Executive Committee and members of the AASC Table Tennis Club.

After the opening ceremony exchange, the players engaged in friendly matches with the distinguished guests, creating a lively and spirited atmosphere. Some doubles matches, mixed doubles, men's singles, and women's singles demonstrated a love for sports, an awareness of maintaining health and a strong solidarity. This event is a motivation for AASC members, strengthening their dedication to the auditing and valuation profession and arousing the desire to build a stronger and more prosperous Company.

Sáng 4/1, Viện Kinh tế Tài chính (Học viện Tài chính) phối hợp với Cục Quản lý giá tổ chức hội thảo Diễn biến thị trường, giá cả ở Việt Nam năm 2023 và dự báo năm 2024. Tại hội thảo, một số chuyên gia kinh tế đưa ra dự báo CPI cho năm 2024 ở mức 3,2-3,5%. Dự báo này được đưa ra trong bối cảnh Quốc hội quyết định CPI năm 2024 tăng 4-4,5%.

Kiểm soát lạm phát 2023 là tổng hòa của các giải pháp

Nhìn lại năm 2023, các chuyên gia kinh tế đều đánh giá cao nỗ lực điều hành của Chính phủ khi đã kiểm soát lạm phát thấp hơn mục tiêu đề ra.

Theo TS Ngô Trí Long, năm 2023 chúng ta đã đạt được những kết quả tích cực, kinh tế vĩ mô ổn định, các cân đối lớn được đảm bảo, lạm phát được kiểm soát... giúp Việt Nam tiếp tục là điểm sáng về kinh tế trong khu vực và trên thế giới. Đáng lưu ý, CPI bình quân năm 2023 tăng 3,25% so với bình quân năm 2022. “Thành công càng có ý nghĩa khi đây là năm thứ 10 liên tiếp lạm phát được kiểm soát theo mục tiêu của Quốc hội” – ông Long khẳng định.

Phó Cục trưởng Cục Quản lý giá (Bộ Tài chính) Phạm Văn Bình cho rằng công tác điều hành giá quan trọng ở việc xây dựng kịch bản sát với thực tiễn

Theo đánh giá của Phó Cục trưởng Cục Quản lý giá (Bộ Tài chính) Phạm Văn Bình, công tác quản lý, điều hành giá một số mặt hàng quan trọng có ảnh hưởng lớn tới mặt bằng giá chung được thực hiện thận trọng ngay từ đầu năm, cùng với việc chủ động trong công tác dự báo, đánh giá tác động, xây dựng kịch bản điều hành giá và tăng cường sự phối hợp giữa các Bộ, ngành, địa phương. Đây là yếu tố then chốt giúp cho việc kiểm soát lạm phát năm 2023 ở mức thấp, tạo cơ sở cho việc triển khai đồng bộ các chính sách về tài khóa, tiền tệ và các chính sách vĩ mô khác.

“Kinh nghiệm trong điều hành thời gian qua đó là việc xây dựng kịch bản điều hành giá sát với thực tiễn, là một trong các cơ sở quan trọng kiểm soát lạm phát” – ông Bình nhấn mạnh.

Còn PGS, TS Nguyễn Bá Minh, nguyên Viện trưởng Viện Kinh tế tài chính (Học viện Tài chính) cho biết, CPI năm 2023 chỉ tăng ở 3,25% - mức tăng thấp hơn nhiều so với mục tiêu Quốc hội đặt ra là 4-4,5%. Nguyên nhân chủ yếu là do tổng cầu nền kinh tế yếu. Trong bối cảnh kinh tế các nước lớn thực hiện chính sách tiền tệ thắt chặt để kiềm chế lạm phát khiến nền kinh tế tăng trưởng chậm lại, khiến cho một số mặt hàng xuất khẩu chủ yếu của Việt Nam đều giảm. Vì vậy, ngay từ đầu năm 2023, Quốc hội, Chính phủ và các bộ, ngành đã đưa ra nhiều giải pháp để kích cầu tăng trưởng kinh tế, đơn cử như chính sách tiền tệ thực hiện giảm lãi suất liên tục…

PGS, TS Nguyễn Bá Minh dự báo CPI năm 2024 sẽ tăng từ 3,2-3,5% so với 2023

“Có thể nói rằng chưa bao giờ lãi suất ngân hàng lại giảm đến như vậy, thấp nhất trong vòng 20 năm qua. Điều này cho thấy nền kinh tế hấp thụ kém, nhiều DN nhất là trong lĩnh vực sản xuất, bán lẻ không có nhu cầu vay nên cung tiền thừa. Cùng với đó là chính sách tài khóa với việc giảm thuế GTGT 2%, giảm 50% thuế bảo vệ môi trường với xăng dầu và 6 tháng cuối năm có 36 loại phí giảm tới 50% để kích thích tăng trưởng. Mặc dù nửa cuối năm, CPI có tăng trở lại nhưng lại chủ yếu do điều chỉnh một số mặt hàng như dịch vụ y tế, giáo dục... Đây là nguyên nhân khiến cho CPI cả năm 2023 tăng trưởng thấp, chỉ ở mức 3,2%”, PGS, TS Nguyễn Bá Minh chia sẻ.

Dự báo lạm phát trung bình sẽ ở mức 3,0%

Trên cơ sở này, một số chuyên gia đều đưa ra dự báo CPI của năm 2024 tăng từ 3,2-3,5% so với 2023. Dự báo này được đưa ra trên cơ sở kinh tế thế giới được dự báo tiếp tục tăng trưởng chậm lại, khiến tổng cầu yếu; cùng với đó giá dầu thấp chỉ ở mức 60-62 USD/thùng... tất cả sẽ tác động đến CPI của Việt Nam thấp. PGS, TS Nguyễn Bá Minh cho rằng, kinh tế Việt Nam vẫn có 3 điểm sáng, đó là nhu cầu hàng hóa (da giày, dệt may), đầu tư công và tiêu dùng cá nhân đều đang tăng trở lại. Mặt khác, cả hệ thống chính trị tích cực triển khai các biện pháp ổn định giá cả thị trường, điều hành chính sách tiền tệ kiên định mục tiêu ổn định kinh tế vĩ mô, kiềm chế lạm phát.

TS Nguyễn Đức Độ cho rằng, lạm phát so với cùng kỳ vào tháng 12/2024 sẽ ở mức 1,8%, còn lạm phát trung bình sẽ ở mức 3,0%

Đồng tình với nhận định này, TS Nguyễn Đức Độ, Phó Viện trưởng Viện Kinh tế - Tài chính dự báo CPI bình quân năm 2024 so với năm 2023 sẽ tăng ở mức khoảng 3,0% (+/- 0,5%). Cơ sở để đưa ra dự báo này chính là bởi kinh tế thế giới (đặc biệt hai nền kinh tế chủ đạo là Mỹ và Trung Quốc) được dự báo sẽ tăng trưởng chậm lại; giá dầu sẽ khó tăng mạnh, thậm chí có thể giảm mạnh nếu kinh tế Mỹ rơi vào suy thoái. Đặc biệt, trong năm 2024, kinh tế Việt Nam vẫn sẽ hoạt động ở mức dưới tiềm năng, xuất khẩu cũng sẽ tăng trưởng ở mức vừa phải; các điều kiện tiền tệ đang ở mức trung tính và sẽ không khiến giá cả tăng đột biến trong năm 2024; áp lực lạm phát từ yếu tố tỷ giá tăng trong năm 2024 sẽ không lớn khi USD đang trong xu hướng giảm giá… Với các lý do trên, TS. Nguyễn Đức Độ cho rằng trong năm 2024 có nhiều nhân tố hỗ trợ cho việc kiểm soát lạm phát.

Cần tiếp tục thận trọng trong kiểm soát giá cả

Tại hội thảo, các chuyên gia đều cho rằng, kiểm soát lạm phát là một trong những mục tiêu và nhiệm vụ ưu tiên trong trong kế hoạch phát triển kinh tế xã hội năm 2024. Trong bối cảnh kinh tế thế giới và trong nước sẽ còn tiếp tục đối mặt nhiều khó khăn thách thức, nhưng áp lực lạm phát năm 2024 không quá lớn, vẫn nằm trong tầm kiểm soát song vẫn tiềm ẩn rủi ro tăng mạnh. Bức tranh lạm phát năm 2024 đan xen các yếu tố gia tăng và kiềm chế lạm phát. Do vậy, các chuyên gia đều cho rằng, không vì thế mà cơ quan quản lý chủ quan trong việc kiểm soát giá cả.

TS Ngô Trí Long cho rằng cần có chính sách ưu đãi, khuyến khích đầu tư sản xuất… cho những mặt hàng thiếu hụt trong dài hạn

TS Ngô Trí Long cho rằng, để kiểm soát lạm phát theo mục tiêu Quốc hội đề ra, cần thực hiện chính sách tiền tệ linh hoạt, thận trọng, bảo đảm tính chủ động, hiệu quả, phối hợp với điều hành chính sách tài khóa mở rộng hợp lý, có trọng tâm, trọng điểm. Theo dõi chặt chẽ diễn biến tình hình thế giới, kịp thời cảnh báo các nguy cơ ảnh hưởng đến giá cả, lạm phát của Việt Nam. Đặc biệt, cần đánh giá, nhận định các mặt hàng, nguyên vật liệu nào có khả năng thiếu hụt tạm thời hay trong dài hạn để từ đó đưa ra được chính sách phù hợp. Đối với các mặt hàng thiếu hụt trong dài hạn, cần có chính sách ưu đãi, khuyến khích đầu tư sản xuất, chủ động nguồn nguyên vật liệu, tăng tính độc lập, tự chủ của nền kinh tế. Cộng đồng doanh nghiệp cần chủ động chuẩn bị đầy đủ các điều kiện đẩy mạnh sản xuất kinh doanh, bảo đảm nguồn cung và lưu thông hàng hóa

Dưới góc độ của cơ quan quản lý nhà nước, Phó Cục trưởng Cục Quản lý giá Phạm Văn Bình cho biết, năm 2024, Bộ Tài chính sẽ chủ động phối hợp với các bộ, ngành để tham mưu cho Chính phủ thực hiện đồng bộ các giải pháp, biện pháp chủ động ứng phó với những thách thức trong công tác quản lý giá để đạt được ổn định kinh tế vĩ mô, thúc đẩy phát triển kinh tế. Theo đó, chú trọng công tác xây dựng, hoàn thiện thể chế để triển khai, hướng dẫn Luật Giá năm 2023 đảm bảo thống nhất, đồng bộ và hiệu quả trong triển khai thực hiện; theo dõi sát diễn biến kinh tế và lạm phát thế giới để có những giải pháp ứng phó phù hợp. Giám sát chặt chẽ biến động giá cả thị trường trong nước để tham mưu chính sách, kịch bản điều hành giá phù hợp, linh hoạt, kịp thời, nhất là với những hàng hóa, dịch vụ thiết yếu có tác động lớn tới mặt bằng giá, đặc biệt trong các thời điểm có biến động giá như lễ tết, điều chỉnh chính sách tiền lương. Điều hành chính sách tài khóa phối hợp chặt chẽ với chính sách tiền tệ và các chính sách kinh tế vĩ mô khác để góp phần kiểm soát lạm phát, bảo đảm các cân đối lớn của nền kinh tế./.

On November 21, 2023, in warm sunny weather on the beautiful island of Phu Quoc, the 17th Meeting of the Board of Members of AASC Auditing Firm with the participation of 36 Members of the Board of Members and 3 guests, took place successfully. 

In his opening speech, Chairman of the Board of Members Ngo Duc Doan acknowledged and highly appreciated the results achieved in fiscal year 16 by Members of the Board of Members, Leaders at all levels, Auditors, Price Appraisers, AASC technicians and staff. At the same time, the Chairman praised the Departments/Branch for successfully completing the targets of the Resolution of the 16th AASC Board of Members general meeting and the plan assigned by the Company.

At the general meeting, the Members of the Board of Members discussed with high responsibility and contributed valuable opinions to the contents of documents presented to the Meeting such as: Report summarizing 30 years of AASC audit activities (September 14, 1993 – September 14, 2023); Summary report for fiscal year 16 (October 1, 2022 - September 30, 2023), directions for fiscal year 17 (October 1, 2023 - September 30, 2024); Report of the Supervisory Board for fiscal year 16 (October 1, 2022 - September 30, 2023), etc.

In FY16, AASC recorded total revenue of over VND 260 billion, increasing in the context of Vietnam's economy being affected by the difficulties of the global economic crisis. Main operating revenue still has a good growth of 4% and many units have strong revenue growth such as: Investment Settlement Audit department (83.9%), Audit department 2 (13.8%), Audit Department 5 (9.7%), Project Audit (7.6%); Units with revenue over 20 billion include: Ho Chi Minh City Branch, Audit Department 7, Audit Department 2 and Audit Department 1.

The General Meeting closed with a passionate speech from Chairman of the Board of Members Ngo Duc Doan. The Chairman called for consensus and determination from the Board of Members and believed that the Company's Board of Members would lead and direct the organization to successfully implement the Resolution of the 17th General Meeting.

Following the success of the General Meeting, sport programs such as walking, jogging, volleyball, swimming and art exchanges with the theme "Whispers of the Sea" have brought many emotions for members of the Board of Members. The programs have been very successful, demonstrating the cohesion of the members of the Board of Members, who are both the subject, the center, and the goal and driving force for AASC to develop more and more sustainably. On the afternoon of November 18, 2023, at the University of Medicine football field, No. 1, Ton That Tung Street, Hanoi, AASC Auditing Firm was honored to attend the final match and the closing ceremony of the 30th annual Football Tournament of the Youth Union of the Ministry of Finance, 2023. After 15 days of active competition (From November 3, 2023 to November 18, 2023), AASC has overcome many opponents and excellently became the Runner-up.

The soccer tournament brought together 17 teams from organizations under the Youth Union of the Ministry of Finance, with more than 300 players participating. Experiencing extremely exciting, dramatic, and attractive matches alongside the enthusiastic cheers of a large audience, AASC excellently passed the group stage with the leading position, then in turn surpassed its opponents which are considered championship candidates of the tournament such as Lien Quan 2 (Ministry Inspectorate, Department of Finance and Administration, Department of Insurance, Department of Planning and Finance, Department of Economic Accounting) and Vietnam Computerized Lottery Company (Vietlott). In the final match of this year's tournament, even though they finished as runners-up, AASC players were still extremely proud of having tried their best to contribute a beautiful match.

The 30th annual football tournament of the Youth Union of the Ministry of Finance ended with many special things in the hearts of AASC fans and players, thereby not only promoting the spirit of sportsmanship but also an opportunity to promote relationships and understanding between youth union members, and agencies of ministries and central branches.

Through more than 32 years of operation and especially through 30 years of being assigned the task of auditing by the Prime Minister since September 14, 1993, AASC has performed and excellently completed the tasks and services assigned by the State and the Government. The Ministry of Finance assigned, built and developed the Company to have the reputation, brand, mentality and achievements as it is today, contributing to the development of Vietnam's Independent Auditing Industry. Receiving the invitation of the Ho Chi Minh Communist Youth Union of the Academy of Finance, on November 5, 2023, AASC Auditing Firm accompanied nearly 60 businesses to attend the Recruitment Fair 2023 - Academy of Finance. The event attracted nearly 10 thousand Economics students from universities in Hanoi.

As a representative of AASC Auditing Firm, Mr. Vu Xuan Tung - Member of the Board of Members, Head of Audit Department 3 - participated as a speaker in the talk show with the topic "Global Citizens in a Changing World". At this seminar, speakers shared with students about career orientation, how to hone recruitment skills and promote career passion.

In a series of events to celebrating the 30th Anniversary of the Prime Minister's assignment of auditing task to AASC (September 14, 1993 - September 14, 2023), the 10th Anniversary of AASC Brand Announcement (May 17, 2013 - May 17, 2013) and the 10th Anniversary of establishment of AASC branch in Quang Ninh (2013 - 2023), on the morning of November 5, 2023 in Hanoi, AASC Auditing Firm Co., Ltd joyfully organized the Closing and Awarding Ceremony of the AASC Cup 2023 and the “Let's Speed Up” Walking/Running Competition. Attending, cheering and awarding were Mr. Dang Thai Hung - Former Head of the Department of Accounting and Auditing System of the Ministry of Finance, Mr. Nguyen Hung Minh - Former Head of the Emulation and Reward Department of the Ministry of Finance, Mr. Ngo Duc Doan - Chairman of the Board of Members, along with Members of the Board of Members, the Leaders of Company/Departments/Divisions/Branches and all Women's/Men's football teams of AASC.

The AASC Cup 2023 was a special football tournament that brought together 09 Men's football teams and 07 Women's football teams. In addition, the AASC Cup football tournament also has the participation of Men's and Women's football teams from Ho Chi Minh and Quang Ninh branches. The "Let's Speed Up" Walking/Running Competition also received enthusiastic participation from the entire Company’s staff with nearly 450 registered participants, including players and athletes who are AASC staff and auditors.

Speaking at the ceremony, Mr. Ngo Hoang Ha - Member of Executive Committee of the Ministry of Finance Youth Union, Permanent Deputy Secretary of the AASC Youth Union highly appreciated the scale, quality and success of the AASC Cup 2023 and the "Let's Speed Up" Walking/Running Competition. These are practical and exciting cultural-sport activities for celebration of the Company's past and upcoming events; is a valuable playground for training and improving health of AASC officials, auditors and employees; and is an opportunity to enhance solidarity and bonding within the Company's Departments/Divisions/Branches.

Regarding the “Let's Speed Up” Running Competition, 02 athletes Ta Truong Quan and Vu Thi Huyen Trang of Foreign Investment Services Department 2 excellently won the individual First Prize for Men and Women, respectively. The team with the highest total kilometers was awarded to HCM Branch, while the team with the highest average kilometers was awarded to the Project Auditing Department. In the final results of the AASC Cup Football Tournament 2023, the “golden girls” of FIS team excellently won the Women's Football Championship, while the Lien Quan boys, participating in the Men's Football Final for the first time, won convincingly to get the first Championship title at the AASC Cup 2023.

The football and running tournament ended impressively, leaving a significant impression in the hearts of fans and those who love independent auditing activities and AASC. Accordingly, AASC not only focuses on enhancing service quality but also always strives to maintain the Company's cultural identity, building and creating a civilized working environment for the health of employee, and paying attention to cultural-sports movements, truly worthy of its position as the leading Company in the Vietnamese Auditing Industry.

Celebrating the 93rd anniversary of the founding of the Vietnam Women's Union (October 20, 1930 - October 20, 2023), on October 20, 2023 at No. 01 Le Phung Hieu, Hoan Kiem, Hanoi, AASC Auditing Firm organized a meeting to review the glorious tradition of Vietnamese Women, recognizing and honoring the outstanding achievements of AASC Women over more than 32 years of development and growth. Attending the meeting were Mr. Ngo Duc Doan - Chairman of the Board of Member, Ms. Do Thi Ngoc Dung - Party Committee Secretary/Deputy General Director of the Company, and representatives from the Board of General Directors, leaders of Departments together with female employees of the Company.

On behalf of the leaders of the departments, Mr. Nguyen Tuan Anh - Head of Audit Department 2 reviewed the traditions of Vietnamese Women and the achievements of AASC female officers over 32 years, especially on operational achievements. After 16 years of operation, AASC transformed into a LLC with two or more members. The report highlights the image of AASC Women who are extremely gentle but also very strong, good at both company work and family work. On behalf of the Board of Directors and Company Leaders, Chairman of the Board of Member Mr. Ngo Duc Doan congratulated and acknowledged and thanked the positive and effective contributions of AASC Women to the Company and the Independent Auditing and Valuation Industry of Vietnam. We believe that in the new period, the Company's women will shine and contribute to AASC's greater success.

With the sharing tradition of AASC people before the tragic fire on September 12, 2023 at the mini apartment building number 37, Alley 29/70, Khuong Ha Street, Khuong Dinh Ward, Thanh Xuan District, Hanoi, the Trade Union Executive Committee of AASC Auditing Firm has called on all members of the Company's Trade Union to donate to support the victims of the mini apartment fire. The total amount collected was 38,380,000 VND to help support the victims who were severely affected by the fire.

On the morning of September 22, 2023, Head of the General Department, Vice President of the Trade Union Ngo Dao Hung represented the Union Executive Committee and all AASC Workers to present the above donation amount to the Vietnamese Fatherland Front Committee of Khuong Dinh ward. On September 14, 2023, in Hanoi, AASC Auditing Firm Co., Ltd organized a meeting to celebrate the 30th anniversary (September 14, 1993 - September 14, 2023) of AASC Auditing Day - The day the Government agreed the Ministry of Finance to add Auditing tasks and change the name of Accounting Services Company to Auditing and Accounting Financial Consultancy Service Company, now AASC Auditing Firm Company Limited.
Attending the meeting, the Company was honored to welcome Former Minister of Finance Mr. Ho Te; Former Deputy Ministers of Finance; Former Deputy Chairman of the State Budget Committee and Mr. Trinh Duc Vinh - Deputy Director of the Department of Accounting and Auditing Management and Supervision.
Under the authorization of Minister of Finance Ho Duc Phoc, Mr. Trinh Duc Vinh, on behalf of the Leaders of the Department of Management, Accounting Supervision and Auditing, sent to the Company the Minister's congratulatory flower and a speech of recognition. Implementing Regulation No. 60-QD/TW dated March 8, 2022 of the Secretariat on party organization in corporations, and state-owned commercial banks, dated August 8, 2023, the Party Committee of the Hanoi enterprises and the Party Committee of the Ministry of Finance had a working session with the AASC Party Committee to survey and verify the situation of the Company's Party Committee. Following the articles published in a number of newspapers such as Vietnamnet, Labor... dated 12/07/2023 reflected the Government Inspectorate (TTCP) announcing the inspection conclusion on the implementation of rearrangement, equitization, and divestment of state enterprises under the Ministry of Construction in the period 2011-2018 with the title "Cement Corporation "forgot" thousands of billions of dong when equitization".
AASC Auditing Firm would like to clarify more information and comment on this issue as follows:

1. Vietnam Cement Industry Corporation (“VICEM”) has determined the enterprise value at 0:00 on October 1, 2018. Enterprise valuation consulting unit - AASC Auditing Firm Co., Ltd (“AASC”) has deployed the service in compliance with Decree No. 126/2017/ND-CP dated November 16, 2017 of the Government and other relevant current regulations. AASC released the Enterprise Value Determination Dossier at 0:00 on October 1, 2018 No. 140119.016/BCTD.KT7 on January 14, 2019, and reported to the VICEM equitization Steering Committee in meetings on Corporate Value determined without taking into account the advantage of the value of mining rights because Decree 126/2017/ND-CP dated November 16, 2017 of the Government and current regulatory documents related to equitization have no guidance on determining the value of mining rights.

2. Based on the results of AASC's enterprise value determination and the contents discussed at meetings, on January 15, 2019, VICEM issued Document No. 99/VICEM-TGV to submit to the Ministry of Construction and the VICEM equitization Steering Committee the sets of Dossier to determine corporate value at 0:00 on October 1, 2018. On March 18, 2019, the Ministry of Construction issued Document No. 509/BXD-KHTC to the State Auditor to invite the State Auditor to audit the results of valuation consultancy and handle financial issues before the Ministry of Construction officially announced the value of VICEM equitized enterprise according to regulations. In this document, the Ministry of Construction stated: "VICEM's enterprise value does not take into account the advantage of the right to exploit mines due to lack of guidance".

3. Implement Decision 827/QD-KTNN dated April 16, 2019 of the General State Auditor on auditing the results of valuation consultancy and handling financial issues before the Ministry of Construction officially announces value of VICEM equitized enterprises, the State Audit conducted an audit from April 17, 2019 to the end of May 21, 2019. On July 29, 2019, the State Audit Office of Vietnam issued Document No. 348/KTNN-TH announcing the audit results on the results of valuation consultancy and handling financial issues before officially announcing the value equitized of VICEM. Accordingly, the State Audit has clearly stated that "in terms of materiality, when selecting the enterprise value and State capital value according to the plan that maximizes benefits for the State, then the enterprise value and State capital value at the parent company - VICEM at 0:00 on October 1, 2018 according to the asset method performed by AASC Auditing Firm Co., Ltd. is basically reasonable. Contents related to the determination of the value of mineral mining rights in the amount of VND 1,193 billion that the State Audit has calculated according to the Valuation Standard No. 06/2014/TT-BTC dated 7/7/2014 of the Ministry of Finance, the income method approach is not included in Section I by the State Audit Office. Audit results (difference between audited numbers and number of reports), which are only included in section II.4. Notes in the results of enterprise valuation and recommendations to the Equitization Steering Committee need to consider this content before deciding to announce the enterprise value and implement the next steps in the equitization process of the parent company - VICEM.

4. Implement the conclusions and recommendations of the State Audit in Document No. 348/KTNN-TH dated July 29, 2019, despite Decree 126/2017/ND-CP dated November 16, 2017 of the Government and The current regulatory documents related to equitization do not have specific instructions on determining the value of mining rights, however, in order to maximize the benefits of the State, the Vietnam Cement Corporation and the Business valuation consultant - AASC Auditing Firm Co., Ltd. has reported and approved by the Equitization Steering Committee, Ministry of Construction to add the value of the right to exploit limestone and clay quarries to the corporate value of the parent company - VICEM at 0:00 on October 1, 2018. On December 1, 2019, AASC re-determined the value of the right to exploit limestone and clay at VND 1,507 billion (higher than the calculated data of the State Audit of VND 314 billion). On December 19, 2019, AASC released the Dossier to determine enterprise value at 0:00 on October 1, 2018 No. 191219.003/BCTD.KT7 (adjusted after the State Audit), in which the enterprise value is included the value of the right to exploit the limestone and clay mines mentioned above.

5. In 2020, the Government Inspectorate will conduct an inspection at VICEM with the content of inspection on the rearrangement, equitization and divestment of State-owned enterprises under the Ministry of Construction in the period 2011-2018.
The above is the evolution of VICEM's enterprise valuation process in general and related to the valuation of limestone and clay mining rights in particular. During this process, AASC has always coordinated with VICEM to fully and transparently report the contents to the Equitization Steering Committee, the Ministry of Construction and relevant authorities, without "forgetting" thousands of billion dong upon equitization as reported by some press. VICEM itself also issued Official Letter 1729/VICEM-TGV dated September 5, 2019 to the Central Propaganda Department and the Ministry of Construction to clearly report a number of contents related to press information on valuation work of corporate value when equitizing VICEM.
In addition, on November 29, 2022, the Prime Minister issued Decision 1479/QD-TTg approving the plan to rearrange state-owned enterprises and state-owned enterprises in the period 2022-2025 and Vietnam Cement Industry (VICEM) is not part of the plan to be equitized in the period of 2022-2025. VICEM is currently a State Corporation, so the contents related to enterprise valuation at 0:00 on October 1, 2018 are not adjusted and shown in the financial statements of VICEM.

On June 28, 2023, in Hanoi, AASC Auditing Firm (AASC) signed a Cooperation Agreement with Vietnam Financial Times (TBTCVN). On June 27, 2023 in Hanoi, AASC Auditing Firm joyfully held the Closing Ceremony of the Annual Training Course - New Assistant Class 2023. Attending the closing ceremony were Deputy General Director Do Thi Ngoc Dung, in charge of training, quality control, representatives of units and nearly 100 students from Departments/Branches of the Company.

Training program was from June 15, 2023 to June 27, 2023, with the participation of experienced lecturers of the Company.
