Chấn chỉnh việc cung cấp các dịch vụ về trái phiếu doanh nghiệp, chứng chỉ quỹ
Ngân hàng Nhà nước Việt Nam vừa có văn bản số 2845/NHNN-TTGSNH ngày 21/4/2023 gửi các TCTD về việc rà soát, chấn chỉnh hoạt động tư vấn, giới thiệu, cung cấp thông tin trái phiếu doanh nghiệp, chứng chỉ quỹ (TPDN,CCQ) của tổ chức tín dụng (TCTD).
Để đảm bảo an toàn hoạt động ngân hàng và nâng cao hiệu lực công tác quản lí nhà nước về hoạt động tư vấn, giới thiệu, cung cấp thông tin TPDN,CCQ của các TCTD đối với khách hàng\nhà đầu tư, NHNN yêu cầu TCTD tiếp tục thực hiện nghiêm chỉ đạo của Thống đốc NHNN tại công văn số 7952/TTGSNH2 ngày 05/12/2019, công văn số 4148/NHNN-TTGSNH ngày 22/6/2022, công văn số 8302/NHNN-TTGSNH ngày 24/11/2022 và các văn bản chỉ đạo có liên quan khác của NHNN về chấn chỉnh việc cung cấp các dịch vụ về trái phiếu doanh nghiệp.
Các TCTD chỉ được cung cấp các dịch vụ liên quan đến TPDN,CCQ theo đúng nội dung quy định tại Giấy phép hoạt động do NHNN cấp và quy định có liên quan khác.
Các TCTD chủ động rà soát, sửa đổi, bổ sung hoặc ban hành mới các quy định nội bộ, quy trình nghiệp vụ, mẫu hợp đồng… đối với các hoạt động tư vấn, giới thiệu, cung cấp thông tin TPDN,CCQ.
Khi cung cấp dịch vụ, TCTD phải đảm bảo khách hàng/nhà đầu tư hiểu rõ sự khác biệt giữa đầu tư TPDN,CCQ với việc gửi tiết kiệm tại ngân hàng; các rủi ro phát sinh, vấn đề cần lưu ý khi đầu tư (đặc biệt là rủi ro không trả được nợ lãi, gốc trái phiếu của doanh nghiệp phát hành…); quyền lợi, trách nhiệm của khách hàng/nhà đầu tư (bao gồm việc tự đánh giá, tự chịu trách nhiệm về quyết định đầu tư của mình và chịu các rủi ro phát sinh trong việc đầu tư và giao dịch trái phiếu…); trách nhiệm của các cơ quan, tổ chức có liên quan,…
Các TCTD không được gây áp lực đối với nhân viên/đơn vị kinh doanh trong việc giới thiệu, cung cấp thông tin cho khách hàng/nhà đầu tư mua trái phiếu, chứng chỉ quỹ để đạt chỉ đánh giá hiệu quả công việc (KPI). TCTD có trách nhiệm bảo mật thông tin, bảo vệ quyền lợi của khách hàng/nhà đầu tư theo quy định.
Cũng tại văn bản này, NHNN yêu cầu các TCTD tăng cường công tác kiểm tra, kiểm soát nội bộ đối với các hoạt động cung cấp dịch TPDN,CCQ để kịp thời phát hiện, ngăn chặn và xử lí nghiêm các trường hợp: cung cấp thông tin không đầy đủ, không rõ ràng, thiếu chính xác dẫn đến việc khách hàng hiểu lầm về trái phiếu doanh nghiệp và giữa việc mua TPDN,CCQ với gửi tiền tại TCTD; không thực hiện đúng quy định nội bộ, quy trình nghiệp vụ, chỉ đạo của NHNN và của pháp luật có liên quan; định hướng hoặc “ép” khách hàng mua TPDN,CCQ.
Bên cạnh đó, các TCTD chỉ đạo các đơn vị trong hệ thống rà soát, kịp thời có biện pháp giải quyết các khiếu nại, tố cáo, tranh chấp liên quan đến hoạt động tư vấn giới thiệu, cung cấp thông tin TPDN,CCQ của TCTD cũng như trách nhiệm của TCTD đối với khách hàng, nhà đầu tư theo hợp đồng (nếu có).
Các TCTD đẩy mạnh công tác phổ biến, truyền thông nội bộ để nhân viên, cán bộ hiểu rõ các quy định nội bộ, quy trình nghiệp vụ, chỉ đạo của NHNN và quy định của pháp luật liên quan đến hoạt động tư vấn, giới thiệu, cung cấp thông tin TPDN,CCQ nhằm tăng cường ý thức tuân thủ, giảm thiểu rủi ro đạo đức trong quá trình thực hiện.

Để đảm bảo an toàn hoạt động ngân hàng và nâng cao hiệu lực công tác quản lí nhà nước về hoạt động tư vấn, giới thiệu, cung cấp thông tin TPDN,CCQ của các TCTD đối với khách hàng\nhà đầu tư, NHNN yêu cầu TCTD tiếp tục thực hiện nghiêm chỉ đạo của Thống đốc NHNN tại công văn số 7952/TTGSNH2 ngày 05/12/2019, công văn số 4148/NHNN-TTGSNH ngày 22/6/2022, công văn số 8302/NHNN-TTGSNH ngày 24/11/2022 và các văn bản chỉ đạo có liên quan khác của NHNN về chấn chỉnh việc cung cấp các dịch vụ về trái phiếu doanh nghiệp.
Các TCTD chỉ được cung cấp các dịch vụ liên quan đến TPDN,CCQ theo đúng nội dung quy định tại Giấy phép hoạt động do NHNN cấp và quy định có liên quan khác.

Khi cung cấp dịch vụ, TCTD phải đảm bảo khách hàng/nhà đầu tư hiểu rõ sự khác biệt giữa đầu tư TPDN,CCQ với việc gửi tiết kiệm tại ngân hàng; các rủi ro phát sinh, vấn đề cần lưu ý khi đầu tư (đặc biệt là rủi ro không trả được nợ lãi, gốc trái phiếu của doanh nghiệp phát hành…); quyền lợi, trách nhiệm của khách hàng/nhà đầu tư (bao gồm việc tự đánh giá, tự chịu trách nhiệm về quyết định đầu tư của mình và chịu các rủi ro phát sinh trong việc đầu tư và giao dịch trái phiếu…); trách nhiệm của các cơ quan, tổ chức có liên quan,…

Bên cạnh đó, các TCTD chỉ đạo các đơn vị trong hệ thống rà soát, kịp thời có biện pháp giải quyết các khiếu nại, tố cáo, tranh chấp liên quan đến hoạt động tư vấn giới thiệu, cung cấp thông tin TPDN,CCQ của TCTD cũng như trách nhiệm của TCTD đối với khách hàng, nhà đầu tư theo hợp đồng (nếu có).
Các TCTD đẩy mạnh công tác phổ biến, truyền thông nội bộ để nhân viên, cán bộ hiểu rõ các quy định nội bộ, quy trình nghiệp vụ, chỉ đạo của NHNN và quy định của pháp luật liên quan đến hoạt động tư vấn, giới thiệu, cung cấp thông tin TPDN,CCQ nhằm tăng cường ý thức tuân thủ, giảm thiểu rủi ro đạo đức trong quá trình thực hiện.
Tăng cường ứng dụng CNTT và chuyển đổi số đường bộ
Sáng ngày 20/4, tại Hà Nội, Cục Đường bộ Việt Nam tổ chức Hội nghị lấy ý kiến Đề án “Tăng cường ứng dụng CNTT và chuyển đổi số trong lĩnh vực đường bộ giai đoạn 2023 - 2025, định hướng đến năm 2030”.
Ông Nguyễn Xuân Cường, Cục trưởng Cục Đường bộ Việt Nam và ông Lê Thanh Tùng, Giám đốc Trung tâm CNTT, Bộ GTVT đồng chủ trì Hội nghị.
Hội nghị lấy ý kiến Đề án Tăng cường ứng dụng CNTT và chuyển đổi số trong lĩnh vực đường bộ
Tại Hội nghị, ông Đỗ Công Thủy, Phó trưởng phòng Phòng Quản lý vận tải, phương tiện và người lái cho biết, Đề án “Tăng cường ứng dụng CNTT và chuyển đổi số trong lĩnh vực đường bộ giai đoạn 2023 - 2025, định hướng đến năm 2030” gồm 5 phần tập trung phân tích hiện trạng và sự cần thiết xây dựng đề án; quan điểm, mục tiêu; nhiệm vụ và giải pháp thực hiện; tổ chức thực hiện; đánh giá hiệu quả và đề xuất, kiến nghị.
Về hiện trạng, có 37/37 máy chủ đầu tư trước năm 2018, trong đó có 10/37 máy chủ đầu từ năm 2012; 10 hệ thống đang đặt tại các trung tâm dữ liệu của các nhà cung cấp dịch vụ như Viettel, VNPT, Hanel.
Theo ông Đỗ Công Thủy, hạ tầng CNTT của Cục còn hạn chế, chưa được đầu tư mới, công nghệ lạc hậu, tải hệ thống luôn cao, gây nguy cơ quá tải hệ thống, không sẵn sàng cho việc mở rộng, nâng cấp các hệ thống phần mềm, cũng như không thể tận dụng hệ thống mới.
Nhìn chung, Cục đã tích cực xây dựng và đưa vào vận hành một số ứng dụng CNTT bước đàu đạt được một số kết quả nhất định, các ứng dụng hầu hết được triển khai ở quy mô toàn quốc phục vụ công tác quản lý vận tải, đào tạo sát hạch, quản lý GPLX, đặc biệt là các DVC phục vụ công tác cải cách hành chính và hướng tới tạo thuận lợi cho người dân và doanh nghiệp.
Mô hình tổng thể hệ thống thông tin Cục Đường bộ Việt Nam
Tại Hội nghị, đại diện Sở GTVT một số tỉnh, thành phố; Vụ Vận tải, Vụ Kết cấu hạ tầng giao thông (Bộ GTVT), Cục Cảnh sát giao thông (Bộ Công an), Văn phòng Ủy ban ATGT Quốc gia, Hiệp hội Vận tải ô tô Việt Nam và các cơ quan, đơn vị liên quan đã phát biểu đóng góp ý kiến vào Đề án, đặc biệt các ý kiến tập trung vào các nhiệm vụ và giải pháp về các lĩnh vực quản lý vận tải, quản lý phương tiện và người lái, quản lý kết cấu hạ tầng giao thông, ứng dụng quản lý điều hành và công tác nội bộ…
Phát biểu tại Hội nghị, ông Lê Thanh Tùng, Giám đốc Trung tâm CNTT cho biết, nhìn chung qua ý kiến của các đơn vị liên quan của các Sở GTVT cho thấy phải bổ sung một số nội dung vào Đề án để toàn diện hơn; rà soát lại các nội dung, đảm bảo tất cả chức năng quản lý của Cục Đường bộ Việt Nam phục vụ cho người dân và doanh nghiệp trong lĩnh vực đường bộ phải được đưa vào Đề án; đồng thời đặt ra các nhiệm vụ cụ thể đến năm 2025, tầm nhìn đến năm 2030; khi triển khai cần phân kỳ, hoặc đưa ra nội dung ưu tiên cần phải triển khai.
Từ thực tế trong thời gian qua, với vai trò là cơ quan tham mưu của Bộ GTVT, ông Lê Thanh Tùng cho biết, đơn vị đã nhận được rất nhiều văn bản của UBND các tỉnh, thành phố (do các Sở GTVT tham mưu) liên quan đến việc kết nối cơ sở dữ liệu giữa các địa phương với Bộ GTVT, trong đó có hai dữ liệu lớn, thứ nhất là dữ liệu của Đường bộ và Đăng kiểm; thứ hai là một số tỉnh hiện nay đang thực hiện xây dựng đô thị thông minh, trong quá trình xây dựng đô thị thông minh đề nghị Bộ cũng như các lĩnh vực thuộc Bộ GTVT hướng dẫn cho các đơn vị trong việc xây dựng các dữ liệu ở địa phương để làm sao sau này tuân thủ theo kiến trúc chung của Bộ cũng như đồng bộ dữ liệu hoặc tích hợp chia sẻ khi Bộ và các Cục thuộc Bộ có yêu cầu.
Đối với các tỉnh không xây dựng đô thị thông minh, đang sử dụng hệ thống CNTT do Sở Xây dựng hoặc do Bộ, Cục triển khai đến các Sở GTVT, ông Lê Thanh Tùng đề nghị rà soát lại xem đã đảm bảo tính tổng thể chưa? các hệ thống CNTT của các hợp phần này cần điều chỉnh, bổ sung và định hướng như thế nào để đưa vào Đề án theo định hướng chung của Bộ.
“Đường bộ có yếu tố tác động đến người dân và doanh nghiệp rất nhiều, chúng ta bước ra đường là đã sử dụng ngay đến dịch vụ liên quan đến đường bộ. Trong thời gian qua, Cục đã tích cực triển khai các hệ thống CNTT phục vụ cho công tác quản lý, điều hành của Cục, của các Sở GTVT, đồng thời phục vụ công tác cho người dân và doanh nghiệp, chia sẻ dữ liệu này với các cơ quan quản lý nhà nước khác trong việc phát triển kinh tế số, hệ thống số” - Ông Lê Thanh Tùng nhấn mạnh.
Ông Lê Thanh Tùng đề nghị Cục Đường bộ Việt Nam rà soát tổng thể lại Đề án, đảm bảo thực hiện theo định hướng thống nhất và có tính tổng thể. Tuy nhiên, mong muốn triển khai ứng dụng CNTT trong đường bộ rất nhiều, nhưng căn cứ vào nguồn lực thực tế tại đơn vị, để tập trung xây dựng Đề án có kiến trúc, nhưng phải bền vững và xác định rõ những việc cần làm trước, những việc làm sau, theo mô hình nào để hiệu quả, theo hướng làm đến đâu sử dụng đến đó và phục vụ tốt cho công tác quản lý nhà nước cũng như phục vụ cho người dân và doanh nghiệp.
Kết luận Hội nghị, ông Nguyễn Xuân Cường, Cục trưởng Cục Đường bộ Việt Nam gửi lời cảm ơn tới đại diện lãnh đạo các cơ quan, đơn vị đã có ý kiến đóng góp vào Đề án, đồng thời giao Tổ Thư ký và các Phòng liên quan của Cục theo chức năng, nhiệm vụ được phân công, tiếp thu các ý kiến góp ý tại Hội nghị, đồng thời giải trình cụ thể, hoàn thiện Đề án để tiếp tục tổ chức các hội nghị, hội thảo lấy ý kiến trước khi lãnh đạo Bộ và Bộ trưởng Bộ GTVT chủ trì trước ngày 20/5/2023.
Ông Nguyễn Xuân Cường giao các Phòng liên quan của Cục chủ trì phối hợp với các cơ quan, đơn vị trực thuộc Bộ GTVT, Sở GTVT các tỉnh, thành phố trực thuộc Trung ương để rà soát, chỉnh sửa các nội dung cụ thể trong Đề án thuộc các lĩnh vực quản lý vận tải, quản lý phương tiện và người lái, quản lý kết cấu hạ tầng giao thông, ứng dụng quản lý điều hành... để đảm bảo chất lượng, tiến độ đã đề ra.

Kế hoạch Phát triển vận tải theo hướng hiện đại, đồng bộ, giảm chi phí và bảo đảm quốc phòng, an ninh vùng Tây Nguyên đến năm 2030, tầm nhìn đến năm 2045
Bộ trưởng Bộ GTVT Nguyễn Văn Thắng vừa ký ban hành Kế hoạch số 4998/KH-BGTVT về phát triển vận tải theo hướng hiện đại, đồng bộ, giảm chi phí và bảo đảm quốc phòng, an ninh vùng Tây Nguyên đến năm 2030, tầm nhìn đến năm 2045.
Theo đó, thực hiện Nghị quyết số 23-NQ/TW ngày 06/10/2022 của Bộ Chính trị về phương hướng phát triển kinh tế - xã hội và bảo đảm quốc phòng, an ninh vùng Tây Nguyên đến năm 2030, tầm nhìn đến năm 2045 (sau đây gọi tắt là Nghị quyết số 23-NQ/TW); Nghị quyết số 152/NQ-CP ngày 15/11/2022 của Chính phủ ban hành Chương trình hành động của Chính phủ thực hiện Nghị quyết số 23-NQ/TW; Chương trình hành động số 21-CTr/BCSĐ ngày 22/12/2022 của Ban Cán sự đảng Bộ Giao thông vận tải (Bộ GTVT) thực hiện Nghị quyết số 23-NQ/TW (sau đây gọi tắt là Chương trình hành động).
Để thúc đẩy phát triển vận tải các tỉnh vùng Tây Nguyên gồm 5 tỉnh: Kon Tum, Gia Lai, Đắk Lắk, Đắk Nông và Lâm Đồng (sau đây gọi tắt là các tỉnh vùng vùng Tây Nguyên) theo hướng hiện đại, đồng bộ, giảm chi phí và bảo đảm quốc phòng, an ninh, Bộ GTVT ban hành Kế hoạch Phát triển vận tải theo hướng hiện đại, đồng bộ, giảm chi phí và bảo đảm quốc phòng, an ninh vùng Tây Nguyên đến năm 2030, tầm nhìn đến năm 2045 (sau đây gọi tắt là Kế hoạch Phát triển vận tải vùng Tây Nguyên).

Kế hoạch nhằm thực hiện tốt các mục đích, yêu cầu của Chương trình hành động số 21- CTr/BCSĐ ngày 22/12/2022 của Ban Cán sự đảng Bộ GTVT đã đề ra; Tiếp tục đẩy mạnh cơ cấu thị phần vận tải, ưu tiên đầu tư cho các phương thức vận tải đường hàng không, đường sắt nhằm giảm áp lực cho vận tải đường bộ. Đổi mới công nghệ xếp dỡ tại các đầu mối vận tải, áp dụng các công nghệ vận tải tiên tiến, phát triển đồng bộ dịch vụ hỗ trợ vận tải, vận tải đa phương thức, nâng cao chất lượng dịch vụ logistics; Khuyến khích doanh nghiệp tăng cường đầu tư phương tiện chở công-ten-nơ; nâng cao năng lực xếp dỡ công-ten-nơ tại các đầu mối tập kết hàng hoá; đổi mới, hiện đại hóa các phương tiện vận tải, thiết bị xếp dỡ và nâng cao chất lượng dịch vụ đảm bảo tiện nghi, an toàn và bảo vệ môi trường; kiểm soát chất lượng 2 phương tiện và nhiên liệu, giảm thiểu ô nhiễm môi trường; khuyến khích sử dụng phương tiện và nhiên liệu sạch.
Đồng thời, tiếp tục đẩy mạnh ứng dụng công nghệ thông tin vào công tác quản lý, điều hành hoạt động vận tải, đặc biệt là công nghệ thông tin và các xu hướng công nghệ mới trong vận tải và logistics như tự động hóa, trí tuệ nhân tạo, internet kết nối vạn vật... để có những bước phát triển đột phá cả trong công tác quản lý nhà nước và hoạt động của thị trường vận tải, nâng cao năng lực tiếp cận cách mạng công nghiệp 4.0 của ngành giao thông vận tải; triển khai đồng bộ các giải pháp bảo đảm an toàn giao thông, tăng cường công tác kiểm tra tải trọng xe, tuyên truyền, phổ biến nâng cao hiểu biết, ý thức chấp hành luật, xử lý nghiêm các hành vi vi phạm pháp luật về giao thông.
Bên cạnh đó, thúc đẩy kết nối hoạt động vận tải trong thúc đẩy phát triển vận tải các tỉnh trong vùng Tây Nguyên nhằm tạo điều kiện cao nhất để vận chuyển, lưu thông hàng hóa, vật tư, nguyên liệu phục vụ sản xuất bảo đảm an toàn, liên thông, thống nhất, thông suốt giữa các tỉnh trong vùng Tây Nguyên; có biện pháp kiểm soát chặt chẽ tại điểm đầu và điểm cuối trong chuỗi cung ứng, lưu thông, vận chuyển hàng hóa, vận chuyển hành khách và bảo đảm quốc phòng, an ninh, trật tự, an toàn xã hội. Đẩy mạnh triển khai thực hiện các thỏa thuận, điều ước quốc tế về vận tải đã ký kết, tham gia; nghiên cứu sửa đổi thỏa thuận, điều ước quốc tế đã ký kết (nếu cần thiết) nhằm tăng cường kết nối, tạo thuận lợi qua biên giới.
Kế hoạch đề ra các giải pháp chủ yếu: Hoàn thiện hệ thống văn bản quy phạm pháp luật; Phát triển hài hòa, hợp lý các phương thức vận tải, vận tải đa phương thức và dịch vụ logistics; Tạo thuận lợi cho vận tải quá cảnh, vận tải qua biên giới; Tăng cường ứng dụng khoa học công nghệ và năng lực tiếp cận cuộc cách mạng công nghiệp 4.0; Nâng cao sức cạnh tranh của doanh nghiệp vận tải; phát huy vai trò và hiệu quả hoạt động của các hiệp hội chuyên ngành; Công tác thanh tra, kiểm tra.
Các cơ quan, đơn vị thuộc Bộ GTVT và Sở GTVT các tỉnh trong vùng Tây Nguyên căn cứ vào chức năng, nhiệm vụ của mình tổ chức triển khai, thực hiện các giải pháp chủ yếu trong Kế hoạch này và nhiệm vụ được giao tại các Đề án, Quyết định của Thủ tướng Chính phủ, Bộ GTVT đã ban hành (trước Kế hoạch này và đang triển khai thực hiện) nhằm xây dựng thị trường vận tải cạnh tranh theo hướng phát triển vận tải đa phương thức, kết nối giữa các hình thức vận tải khác nhau, chú trọng áp dụng công nghệ thông tin để giảm thiểu chi phí vận tải tạo thuận lợi cho lưu thông, phân phối hàng hóa và dịch vụ của doanh nghiệp; đồng thời phát triển vận tải theo hướng hiện đại, đồng bộ, giảm chi phí và bảo đảm quốc phòng, an ninh vùng Tây Nguyên đến năm 2030, tầm nhìn đến năm 2045.
Vụ Vận tải đôn đốc việc triển khai thực hiện và là đầu mối tiếp nhận, tổng hợp báo cáo kết quả triển khai thực hiện Kế hoạch này từ các cơ quan, đơn vị gửi Bộ GTVT.
Trong tổ chức, triển khai thực hiện nếu có phát sinh vướng mắc thì chủ động giải quyết, hướng dẫn thực hiện; trường hợp vượt thẩm quyền thì báo cáo về Bộ GTVT để chỉ đạo giải quyết kịp thời.
Trên đây là Kế hoạch Phát triển vận tải theo hướng hiện đại, đồng bộ, giảm chi phí và bảo đảm quốc phòng, an ninh vùng Tây Nguyên đến năm 2030, tầm nhìn 8 đến năm 2045 để thực hiện Nghị quyết số 23-NQ/TW ngày 06/10/2022 của Bộ Chính trị; Nghị quyết số 152/NQ-CP ngày 15/11/2022 của Chính phủ về ban hành Chương trình hành động của Chính phủ thực hiện Nghị quyết số 23-NQ/TW; Chương trình hành động số 21-CTr/BCSĐ ngày 22/12/2022 của Ban Cán sự đảng Bộ GTVT thực hiện Nghị quyết số 23-NQ/TW.
Bộ GTVT yêu cầu các cơ quan, đơn vị khẩn trương triển khai thực hiện để bảo đảm thực hiện tốt Kế hoạch này./.
6 nhóm giải pháp để ổn định, phát triển thị trường trái phiếu doanh nghiệp và thị trường bất động sản
Bộ trưởng Bộ Tài chính cho biết sẽ triển khai các nhóm giải pháp cơ bản để ổn định và phát triển thị trường trái phiếu doanh nghiệp; đề xuất thực hiện một số giải pháp để thị trường bất động sản phát triển ổn định, lành mạnh.

Phát triển thị trường trái phiếu doanh nghiệp công khai, minh bạch, bền vững
Ngày 17/2, Thủ tướng Phạm Minh Chính chủ trì Hội nghị trực tuyến toàn quốc "tháo gỡ và thúc đẩy thị trường bất động sản phát triển an toàn, lành mạnh, bền vững".
Phát biểu tại hội nghị, Bộ trưởng Bộ Tài chính Hồ Đức Phớc cho biết, trong thời gian tới, Bộ Tài chính tiếp tục triển khai các giải pháp để ổn định và phát triển thị trường trái phiếu doanh nghiệp công khai, minh bạch, an toàn, bền vững nhằm khơi thông nguồn vốn trung và dài hạn cho đầu tư và phát triển, tập trung vào một số nhóm giải pháp.
Thứ nhất, đối với việc ổn định kinh tế vĩ mô, Bộ Tài chính sẽ tiếp tục phối hợp chặt chẽ với Ngân hàng nhà nước, Bộ KH&ĐT và các bộ, ngành liên quan thực hiện chính sách tài khóa, chính sách tiền tệ và các chính sách vĩ mô khác để giữ vững ổn định kinh tế vĩ mô, bảo đảm các cân đối lớn của nền kinh tế, ổn định mỗi trường đầu tư, đảm bảo sự nhất quán, ổn định chính sách để nhà đầu tư yên tâm tham gia hoạt động, đầu tư trên thị trường.
Thứ hai, về hoàn thiện khung pháp lý và thể chế, Bộ Tài chính sẽ triển khai đồng bộ các giải pháp về hoàn thiện chính sách theo hướng tăng cường quản lý giám sát thị trường trái phiếu doanh nghiệp, nâng cao chất lượng hàng hóa, cải thiện chất lượng của các tổ chức cung cấp dịch vụ.
Bộ Tài chính đang trình Chính phủ xem xét ban hành Nghị định sửa đổi, bổ sung một số quy định tại Nghị định số 65 về phát hành trái phiếu doanh nghiệp riêng lẻ để góp phần tháo gỡ các khó khăn hiện tại của thị trường trái phiếu.
Thứ ba, rà soát, hoàn thiện cơ chế chính sách phát triển các nhà đầu tư chuyên nghiệp, nhà đầu tư dài hạn (quỹ đầu tư) để tạo cầu đầu tư bền vững cho thị trường.
Thứ tư, Bộ Tài chính tiếp tục theo dõi, yêu cầu các doanh nghiệp phải bố trí mọi nguồn lực để thanh toán gốc và lãi trái phiếu đến hạn theo đúng quy định của pháp luật, bảo vệ quyền lợi của nhà đầu tư.
Yêu cầu các doanh nghiệp nếu có khó khăn trong thanh toán thì phải làm việc, đàm phán với các nhà đầu tư để thống nhất phương án cơ cấu lại trái phiếu.
Đồng thời, Bộ Tài chính chỉ đạo các Sở Giao dịch chứng khoán khẩn trương xây dựng và đưa hệ thống giao dịch trái phiếu doanh nghiệp riêng lẻ vào hoạt động nhằm phát triển thị trường thứ cấp minh bạch, an toàn, tăng cường khả năng quản lý, giám sát, giảm thiểu rủi ro.
Thứ năm, đối với hoạt động kiểm tra, giám sát, Bộ Tài chính tiếp tục chỉ đạo Ủy ban Chứng khoán Nhà nước và các đơn vị chức năng tổ chức các đợt thanh tra, kiểm tra có trọng tâm, trọng điểm tại các doanh nghiệp phát hành, các công ty cung cấp dịch vụ để nâng cao chất lượng phát hành của doanh nghiệp phát hành, chất lượng cung cấp dịch vụ trên thị trường trái phiếu doanh nghiệp, củng cố niềm tin nhà đầu tư. Sau kiểm tra sẽ có công bố công khai rộng rãi ra thị trường về các sai phạm nếu có.
Bên cạnh đó, Bộ Tài chính sẽ tiếp tục tăng cường công tác truyền thông ổn định tâm lý, tạo dựng lại niềm tin của nhà đầu tư, giúp các doanh nghiệp, nhà đầu tư an tâm tham gia huy động và đầu tư trên thị trường vốn, đồng thời tăng cường sự tham gia của các định chế, nhà đầu tư chuyên nghiệp, ưu tiên phát triển nhà đầu tư dài hạn như các quỹ đầu tư, quỹ hưu trí tự nguyện, doanh nghiệp bảo hiểm.
Nghiên cứu xây dựng các quy định về chỉ tiêu an toàn tài chính trong lĩnh vực xây dựng và bất động sản
Thứ sáu, bên cạnh các giải pháp để ổn định và phát triển thị trường trái phiếu doanh nghiệp, cần tiếp tục triển khai đồng bộ các cơ chế chính sách để củng cố vững chắc nền tảng vĩ mô ổn định, hỗ trợ thị trường nói chung bao gồm cả thị trường bất động sản.
Trong thời gian vừa qua, nhiều doanh nghiệp bất động sản có nguồn lực hạn chế nhưng vẫn được cấp phép triển khai nhiều dự án quy mô vượt nhiều lần so với năng lực tài chính, trong khi phụ thuộc chủ yếu vào vốn vay, phát hành trái phiếu hoặc huy động của người mua nhà.
Tình trạng này dẫn đến rủi ro về hoạt động kinh doanh cũng như rủi ro về dòng tiền, tiềm ẩn rủi ro thanh khoản trên thị trường tài chính, tín dụng ngân hàng cũng như thị trường trái phiếu doanh nghiệp.
Theo đó, để thị trường bất động sản phát triển ổn định, lành mạnh, Bộ Tài chính kiến nghị việc rà soát, sửa đổi các vướng mắc chính sách tại Luật Đất đai, Luật Nhà ở, Luật Kinh doanh bất động sản để tăng cường hiệu quả quản lý thị trường, tạo điều kiện cho phát triển thị trường bất động sản ổn định, minh bạch.
Trước mắt, theo Bộ trưởng Tài chính, cần rà soát những khó khăn, vướng mắc về mặt pháp lý để các doanh nghiệp bất động sản có thể triển khai được ngay các dự án còn dở dang, các dự án vì vướng pháp lý mà chưa triển khai được. Qua đó sớm đưa các dự án vào hoạt động, bán được sản phẩm, giải quyết được các khó khăn về tài chính, nguồn vốn.
Nghiên cứu xây dựng các quy định về chỉ tiêu an toàn tài chính trong lĩnh vực xây dựng và bất động sản, bao gồm các chỉ tiêu về giới hạn huy động vốn khi cấp phép hoạt động kinh doanh bất động sản, cấp phép các dự án đầu tư, kinh doanh bất động sản đảm bảo doanh nghiệp phải có đủ năng lực tài chính để triển khai dự án.
Đồng thời, kiến nghị Bộ Xây dựng và các địa phương giám sát việc tuân thủ các chỉ tiêu an toàn tài chính nêu trên. Cùng với chính sách tín dụng được điều hành hài hòa sẽ góp phần giúp lĩnh vực bất động sản vượt qua được giai đoạn khó khăn này./.
Đẩy nhanh tiến độ nhà ở xã hội phục vụ người dân thu nhập thấp
Với nhu cầu về nhà ở của người dân đang ngày càng cao, TP. Hà Nội đang đẩy nhanh tiến độ các dự án xây dựng nhà ở xã hội và phấn đấu hoàn thành trước năm 2025.
Phấn đầu 22 dự án hoàn thành trước năm 2025
TP. Hà Nội hiện có khoảng 50 dự án đầu tư nhà ở xã hội đang triển khai với tổng diện tích sàn khoảng hơn 3,2 triệu m2. Với nhu cầu về nhà ở của người dân đang ngày càng cao, gần một nửa số dự án này tại Hà Nội sẽ được đẩy nhanh tiến độ và hoàn thành trước năm 2025.

Để bổ sung thêm quỹ nhà ở xã hội, phục vụ cho những người dân có thu nhập thấp, TP. Hà Nội đang tiếp tục rà soát những quỹ đất, đề xuất phương án xây nhà ở xã hội mới.
Khẩn trương đẩy nhanh tiến độ các dự án nhà ở xã hội, dự án trên đường Tố Hữu thuộc phường Trung Văn, quận Nam Từ Liêm đang được thi công và dự kiến sẽ là 1 trong 22 dự án Hà Nội đẩy nhanh tiến độ hoàn thành trước năm 2025.
Bên cạnh đó, TP. Hà Nội cũng đang tính đến việc sẽ xây dựng nhà ở xã hội độc lập dọc Vành đai 4 đang được triển khai để tạo ra một không gian phát triển mới cũng như thuận lợi cho giao thông.
28 dự án nhà ở xã hội còn lại với khoảng hơn 2 triệu m2 sàn nhà ở dự kiến hoàn thành giai đoạn sau năm 2025. Để hoàn thành mục tiêu này, TP. Hà Nội đang khẩn trương hoàn thiện thủ tục chấp thuận chủ trương đầu tư để tổ chức đấu thầu lựa chọn nhà đầu tư đối với 2 khu nhà ở xã hội và triển khai lập quy hoạch chi tiết đối với 3 khu nhà ở xã hội nữa.
Một tin vui khác đến với những người thu nhập thấp, có nhu cầu cải thiện chỗ ở là mới đây UBND thành phố Hà Nội đã phê duyệt kế hoạch phát triển nhà ở tới năm 2025 với mục tiêu phát triển 1 triệu 215 nghìn m2 sàn nhà ở xã hội giai đoạn 2021-2025, trong số đó sẽ dành hơn 220 tỷ đồng để hoàn thiện và điều chỉnh các tòa nhà đang bỏ hoang hơn chục năm tại dự án ký túc xá cho học sinh, sinh viên Pháp Vân - Tứ Hiệp thành nhà ở xã hội.
Dự án được khởi công từ năm 2009, trên khu đất có vị trí đắc địa ở phía nam Thủ đô, ngay cạnh cao tốc Pháp Vân - Cầu Giẽ, giáp vành đai 3, đường Giải Phóng, gần nhiều trường đại học, cao đẳng, nhưng sau hơn 10 năm, chỉ có hai khối nhà hoạt động, còn lại các tòa nhà đã cơ bản hoàn thành xây thô, nhưng vẫn bỏ trống, gây lãng phí rất lớn.
Năm 2017, Sở Xây dựng Hà Nội từng đề xuất chuyển đổi nhà A2, A3 từ công trình ký túc xá thành nhà ở xã hội để bán, cho thuê theo hình thức xã hội hóa, nhưng chưa được thực hiện. Đầu năm 2023, TP. Hà Nội chính thức có quyết định phê duyệt kế hoạch chuyển đổi công năng dự án bằng tiền ngân sách.
Theo đại diện Ban quản lý Dự án đầu tư xây dựng công trình dân dụng TP. Hà Nội, việc chuyển đổi từ ký túc xá sinh viên thành nhà ở xã hội rất thuận lợi. Tuy nhiên, việc chuyển đổi phải trải qua rất nhiều thủ tục, cho nên thời gian dự kiến hoàn thiện chuyển đổi nhà ở sinh viên sang nhà ở xã hội là vào năm 2025.
Theo một số chuyên gia trong lĩnh vực bất động sản, nhu cầu nhà ở xã hội của người dân rất lớn, do đó, để hoàn thành kế hoạch phát triển nhà ở xã hội, UBND TP. Hà Nội cần khẩn trương hoàn thiện thủ tục chấp thuận chủ trương đầu tư để tổ chức đấu thầu lựa chọn nhà đầu tư đối với hai khu nhà ở xã hội.
Đồng thời, triển khai lập quy hoạch chi tiết đối với 3 khu nhà ở xã hội tập trung; đồng thời, nghiên cứu đề xuất xây dựng các khu nhà ở xã hội dọc theo đường vành đai 4 và các vị trí khác.
Thành phố cũng cần tiếp tục rà soát những ô đất thuộc các quỹ đất 20%, 25% tại các dự án đầu tư xây dựng nhà ở thương mại, khu đô thị để bổ sung quỹ nhà ở xã hội đáp ứng nhu cầu nhà ở xã hội của người thu nhập thấp.
13 dự án nhà ở xã hội dự kiến khởi công, mở bán trong năm 2023
Để phục vụ cho nhu cầu nhà ở của người dân, Hà Nội đã công bố danh sách 13 dự án nhà ở xã hội dự kiến khởi công và mở bán năm 2023.
Theo đó, dự án NHS Trung Văn tại ô đất HH – 02A Đông Nam đường Tố Hữu (phường Trung Văn, quận Nam Từ Liêm) được mở bán sớm nhất. Dự án có quy mô 2.726m2, dự kiến đưa ra thị trường 275 căn hộ, trong đó 225 căn nhà ở xã hội và 50 căn thương mại, với giá bán từ 19,5 triệu đồng/m2. Dự án do liên danh Công ty CP Đầu tư xây dựng NHS và Công ty Cổ phần Đầu tư xây dựng số 4 làm chủ đầu tư, với tổng mức đầu tư hơn 570 tỷ đồng. Quy mô dân số dự án khoảng 560 người, hiện dự án đang thi công móng hầm.
Theo thông báo của chủ đầu tư, thời gian tiếp nhận hồ sơ là từ ngày 28/3 đến ngày 11/5. Tại đợt đầu tiên, số căn hộ nhà ở xã hội mở bán là 157 căn và 68 căn cho thuê. Tuy nhiên, theo thông tin trên báo chí cho thấy, do lượng người có nhu cầu nộp hồ sơ mua nhà ở xã hội quá lớn nên cảnh đông đúc, chờ đợi, xếp hàng đã diễn ra từ đêm đến sáng tại khu vực bán hồ sơ dự án này.
Cùng với dự án NHS Trung Văn, một loạt dự án khác cũng có kế hoạch khởi công và mở bán trong năm nay. Điển hình, tại quận Nam Từ Liêm có thêm 2 dự án gồm: Dự án Green Tower Đại Mỗ có địa chỉ tại khu chức năng đô thị ĐM1 Đại Mỗ, phường Đại Mỗ, có quy mô 3,3ha, do Công ty CP Tập đoàn FLC làm chủ đầu tư. Quy mô dự án gồm 500 căn hộ, với giá bán từ 18 triệu đồng/m2; hiện dự án chưa triển khai.
Dự án Rice City Tố Hữu có vị trí tại đường Tố Hữu, ô đất thuộc phường Mễ Trì và Trung Văn, quận Nam Từ Liêm, có tổng diện tích 6.616m2. Quy mô dự án gồm 320 căn hộ, được bán với giá từ 18 triệu đồng/m2, do Công ty CP BIC Việt Nam làm chủ đầu tư. Hiện trạng dự án đã xây dựng đến tầng 2.
Bên cạnh đó, tại khu vực quận Long Biên có 4 dự án nhà ở xã hội gồm: Dự án Rice City Thượng Thanh có địa chỉ tại phố Gia Quất, phường Thượng Thanh, được đầu tư và xây dựng bởi Công ty CP BIC Việt Nam. Dự án được xây dựng trên tổng diện tích 5.129m2, hiện trạng đang trong quá trình san lấp mặt bằng, sẽ cung cấp khoảng 510 căn hộ, với giá bán từ 24,7 – 30,5 triệu đồng/m2.
Dự án Him Lam Thượng Thanh có địa chỉ tại ngõ 90, phố Gia Quất, phường Thượng Thanh do Công ty CP Him Lam Thủ Đô làm chủ đầu tư. Dự án có quy mô hơn 6ha, sẽ đưa ra thị trường 1.450 căn hộ, với giá bán từ 17 – 18,6 triệu đồng/m2. Hiện trạng dự án đang trong quá trình san lấp mặt bằng.
Dự án Bảo Ngọc City tại phường Thạch Bàn, do Công ty CP Đầu tư Bảo Ngọc TTC làm chủ đầu tư. Dự án đang trong quá trình giải phóng mặt bằng để chuẩn bị thi công. Dự án có diện tích 0,86ha, dự kiến cung cấp ra thị trường 808 căn hộ, với giá từ 17 triệu đồng/m2.
Hay, dự án Rice City Thạch Bàn tại ô đất CT8, CT9 khu nhà ở thương mại phường Thạch Bàn, có quy mô 1,95ha, do Công ty CP BIC Việt Nam làm chủ đầu tư. Dự kiến dự án cung cấp ra thị trường 814 căn hộ, với giá bán từ 20 triệu đồng/m2. Hiện dự án chưa có dấu hiệu của việc triển khai thi công xây dựng.
Tại khu vực quận Hoàng Mai có 3 dự án, trong đó có 2 dự án do Công ty TNHH Hòa Bình làm chủ đầu tư gồm: Dự án Nhà ở xã hội 393 Lĩnh Nam tại đường Lĩnh Nam, phường Vĩnh Hưng, có tổng diện tích 6.616m2, với quy mô gồm 980 căn hộ, có giá bán từ 17 – 18 triệu đồng/m2; dự án Nhà ở xã hội 4-6-8 Vĩnh Hưng tại ngõ 321 phố Vĩnh Hưng, phường Vĩnh Hưng, có tổng diện tích 8.700m2, quy mô cũng gồm 980 căn hộ, với giá bán từ 17 – 18 triệu đồng/m2. Hiện 2 dự án này mới chỉ hoàn thiện nhà mẫu.
Còn lại, dự án Đại Kim Center Point tại ô đất CT4 và CT5 Khu đô thị mới Đại Kim, đường Nguyễn Xiển, do Công ty Đầu tư xây dựng số 2 Hà Nội (Hacinco) làm chủ đầu tư. Quy mô dự án là 2ha, với tổng số 980 căn hộ, có giá bán từ 18 triệu đồng/m2. Hiện dự án đang thi công móng hầm.
Trong khi đó, tại huyện Thanh Trì có 2 dự án gồm: Dự án Hồng Hà Eco City tại xã Tứ Hiệp, có quy mô 16,7ha, gồm 3.283 căn hộ, có giá bán từ 26,5 – 35,6 triệu đồng/m2; hiện dự án đã bàn giao tòa Sakura, đang thi công tòa Rose, Mapple 1,2.
Dự án UDIC Eco Tower Hạ Đình có vị trí tại ô đất N01 Khu đô thị mới Hạ Đình, xã Tân Triều được xây dựng với quy mô 9.305m2, gồm 216 căn hộ, có giá bán từ 15 triệu đồng/m2. Dự án hiện đang thi công móng hầm, do Tổng Công ty Đầu tư phát triển hạ tầng đô thị UDIC – Công ty CP Xây dựng lắp máy điện nước Hà Nội (Haweico) và Công ty CP Kinh doanh và phát triển nhà DAC Hà Nội làm chủ đầu tư.
Thời gian qua, thị trường Hà Nội vẫn thiếu nguồn cung dự án mới và cả nhà ở giá rẻ. Theo báo cáo của Savills Việt Nam, cả năm ngoái Hà Nội chỉ có hơn 12.600 căn hộ mới được tung ra - mức thấp nhất 8 năm nhưng trong đó hơn 80% là hạng B. Giá bán sơ cấp trung bình gần 47 triệu đồng mỗi m2.
Nhằm đẩy mạnh nguồn cung, mới đây, Chính phủ đã yêu cầu Ngân hàng Nhà nước triển khai chương trình tín dụng 120.000 tỷ đồng, tương đương 12% nhu cầu vốn, để phát triển nhà ở xã hội giai đoạn 2021 - 2030. Lãi suất trong thời gian ưu đãi thấp hơn 1,5 - 2% so với lãi suất cho vay bình quân trung và dài hạn của các ngân hàng quốc doanh trên thị trường. Đồng thời, Ngân hàng Nhà nước phối hợp với Bộ Xây dựng và các bộ, ngành, cơ quan có liên quan xác định danh mục dự án, đối tượng và tiêu chí được thụ hưởng chương trình.
Lưu ý cho khách hàng khi mua bán nhà ở xã hội
Nhà ở xã hội là nhà ở có sự hỗ trợ của Nhà nước cho các đối tượng được hưởng chính sách hỗ trợ về nhà ở theo quy định.
Khác với nhà ở thương mại, nhà ở xã hội chỉ dành cho một số đối tượng nhất định. Cụ thể Điều 49 Luật Nhà ở 2014 đã quy định về các đối tượng được hưởng chính sách hỗ trợ về nhà ở xã hội bao gồm: 1. Người có công với cách mạng theo quy định của pháp luật về ưu đãi người có công với cách mạng; 2. Hộ gia đình nghèo và cận nghèo tại khu vực nông thôn; 3. Hộ gia đình tại khu vực nông thôn thuộc vùng thường xuyên bị ảnh hưởng bởi thiên tai, biến đổi khí hậu; 4. Người thu nhập thấp, hộ nghèo, cận nghèo tại khu vực đô thị; 5. Người lao động đang làm việc tại các doanh nghiệp trong và ngoài khu công nghiệp; 6. Sĩ quan, hạ sĩ quan nghiệp vụ, hạ sĩ quan chuyên môn kỹ thuật, quân nhân chuyên nghiệp, công nhân trong cơ quan, đơn vị thuộc công an nhân dân và quân đội nhân dân; 7. Cán bộ, công chức, viên chức theo quy định của pháp luật về cán bộ, công chức, viên chức; 8. Các đối tượng đã trả lại nhà ở công vụ theo quy định tại Khoản 5 Điều 81 của Luật này; 9. Học sinh, sinh viên các học viện, trường đại học, cao đẳng, dạy nghề; học sinh trường dân tộc nội trú công lập được sử dụng nhà ở trong thời gian học tập; 10. Hộ gia đình, cá nhân thuộc diện bị thu hồi đất và phải giải tỏa, phá dỡ nhà ở theo quy định của pháp luật mà chưa được Nhà nước bồi thường bằng nhà ở, đất ở.
Hiện nay, loại nhà ở xã hội phổ biến nhất là nhà chung cư. Theo đó, Nghị định 100/2015/NĐ-CP quy định nhà ở xã hội theo loại hình nhà chung cư cần phải bảo đảm tiêu chuẩn diện tích sử dụng mỗi căn hộ tối thiểu là 25m2, tối đa là 70m2 và bảo đảm phù hợp với quy hoạch xây dựng do cơ quan Nhà nước có thẩm quyền phê duyệt.
Căn cứ vào tình hình cụ thể của từng địa phương, UBND cấp tỉnh được điều chỉnh tăng tiêu chuẩn diện tích căn hộ tối đa nhưng không quá 10% so với diện tích căn hộ tối đa là 70m2.
Đối với những khách hàng muốn mua lại nhà ở xã hội cần lưu ý. Hiện giá nhà ở xã hội tại một loạt dự án chung cư đã vào ở nhiều năm tại Hà Nội tăng khá mạnh, có nơi rao bán gấp 2 - 3 lần so với khi mở bán.
Một dự án nhà ở xã hội tại Bắc Từ Liêm, Hà Nội ban đầu được bán với mức giá khoảng 16,5 triệu đồng/m2. Tuy nhiên đến nay, nhiều căn hộ tại đây đang được tìm mua với mức giá gấp đôi so với khi mở bán, khoảng 30 - 34 triệu đồng/m2. Một số trang mạng đã đăng giá bán trên mạng xã hội với giá cao "trên trời".
Thực tế trong vài năm gần đây, nhiều dự án nhà ở xã hội tại Hà Nội tăng giá, nhất là những dự án có chất lượng xây dựng tốt, vị trí thuận lợi.
Nhiều dự án nhà ở xã hội hiện nay còn được rao bán ngang giá với nhà ở thương mại đã qua sử dụng. Ví dụ như: Dự án Rice City Sông Hồng (Long Biên, Hà Nội) mở bán cách đây 5 năm với giá hơn 13 triệu đồng, nhưng đến nay giá bán thứ cấp đã lên đến 26 - 27 triệu đồng/m2; hay Dự án nhà ở Đại Kim (Hoàng Mai, Hà Nội), dự án nhà ở xã hội Ngô Thì Nhậm (Hà Đông, Hà Nội) cũng đều được rao bán lại với mức giá tăng gấp 3 - 4 lần so với khi mở bán… Ngay cả dự án đang mở bán hiện nay cũng đã được phê duyệt mức giá lên tới gần 20 triệu đồng/m2, thay vì 13 - 14 triệu đồng/m2 như trước kia.
Ông Nguyễn Văn Đính, Chủ tịch Hội Môi giới Bất động sản Việt Nam cho biết, do nhu cầu nhà ở của người dân ngày càng gia tăng, trong khi đó nguồn cung khan hiếm, đối với những người chủ của căn nhà ở xã hội nếu không có nhu cầu ở đó nữa thì họ sẽ muốn bán lại và tính giá theo thị trường thương mại bất động sản bình thường.
Các chuyên gia cảnh báo, theo quy định, nhà ở xã hội, người mua nhà ở xã hội phải ở 5 năm mới được phép chuyển nhượng. Trong số các căn hộ chào bán hiện nay, có nhiều căn chưa đủ quy định, mới chỉ vào ở được 2 - 3 năm. Do đó, việc bán lại các căn hộ như vậy là vi phạm quy định pháp luật, khiến cho người mua gặp nhiều rủi ro. Vì vậy, khách hàng khi tìm mua các căn hộ thuộc dự án nhà ở xã hội cần tìm hiểu kỹ đó là căn nhà ở xã hội, hay căn thương mại được mua bán thông thường để tránh những rủi ro không đáng có.
Trong giai đoạn hiện nay, nhà ở xã hội rất cần thiết và cần phải tăng tốc phát triển. Nhà ở xã hội giúp bảo đảm sự an cư cho người dân, là một vấn đề dân sinh góp phần cải thiện điều kiện sống của cư dân đô thị thu nhập thấp và trung bình thấp, góp phần ổn định xã hội, tạo sự công bằng dân chủ trong đời sống người dân đô thị.
Bên cạnh đó, sử dụng hiệu quả vốn đầu tư nhà ở xã hội sẽ góp phần thúc đẩy đầu tư, phát triển kinh tế xã hội ở các địa phương, tác động tích cực đến phát triển công nghiệp ở đô thị, cải tạo khu nhà xuống cấp và cơ hội đầu tư cơ sở hạ tầng.
Đặc biệt, đẩy nhanh tiến độ xây dựng dự án nhà ở xã hội sẽ tạo điều kiện thuận lợi cho việc mở rộng thị trường hàng hóa, kích thích tiêu dùng với người thu nhập thấp, tái thiết nông thôn và phát triển kinh tế xã hội bền vững.
Khoa học Công nghệ là con đường ngắn nhất để Việt Nam thịnh vượng
Tại Ngày KH&CN Việt Nam, Thủ tướng Chính phủ Phạm Minh Chính đã khẳng định tầm quan trọng và vai trò của khoa học công nghệ đối với sự phát triển đất nước.
Chiều 17/5, tại Hà Nội, Bộ Khoa học và Công nghệ (KH&CN) đã tổ chức Lễ chào mừng Ngày KH&CN Việt Nam (18/5). Sau 10 năm tổ chức, Ngày KH&CN Việt Nam đã trở thành ngày hội của lực lượng khoa học, công nghệ và đổi mới sáng tạo cả nước.
Theo Bộ trưởng Bộ KH&CN Huỳnh Thành Đạt, trong 10 năm qua, Ngày KH&CN Việt Nam đã khơi dậy, truyền cảm hứng và khát vọng sáng tạo trong cộng đồng, dần hình thành văn hóa đổi mới sáng tạo và nuôi dưỡng tình yêu khoa học trong giới trẻ, góp phần kiến tạo một xã hội tôn trọng khoa học và tư duy sáng tạo.
“Với vai trò quản lý nhà nước, Bộ KH&CN sẽ tham mưu Chính phủ, Thủ tướng Chính phủ các cơ chế, chính sách tạo môi trường và điều kiện tốt hơn nữa cho hoạt động nghiên cứu khoa học, phát triển, ứng dụng công nghệ và đổi mới sáng tạo”, Bộ trưởng Huỳnh Thành Đạt nói.
Tại sự kiện Ngày KH&CN Việt Nam, báo cáo với Thủ tướng, tiến sỹ Phan Đăng Phong, Viện trưởng Viện Nghiên cứu cơ khí, đại diện các nhà khoa học Việt Nam ghi nhận những chính sách hiệu quả về khoa học công nghệ đã được Nhà nước ban hành.
Trình bày nguyện vọng của mình, tiến sỹ Phan Đăng Phong mong muốn Việt Nam có thêm nhiều doanh nghiệp sở hữu công nghệ nền, tạo động lực để khoa học công nghệ Việt Nam vươn tầm khu vực và thế giới.
Ở góc độ một doanh nghiệp công nghệ trẻ, ông Nguyễn Đức Tài, CEO Công ty cổ phần Lumi Việt Nam cho hay, cộng đồng doanh nghiệp Việt Nam vươn ra biển lớn vẫn còn rất mỏng. Điều này có thể nhận thấy trong quá trình tham gia các triển lãm nước ngoài.
Trước thực trạng trên, ông Tài hy vọng sắp tới Việt Nam sẽ có thêm nhiều doanh nghiệp trẻ dám vươn mình, xuất khẩu sản phẩm ra thế giới. Để làm được điều đó, cần tạo nên khát vọng cho những người làm sản phẩm Việt. CEO Lumi cũng kiến nghị Chính phủ cần có chính sách hỗ trợ về nguồn vốn vay cho các doanh nghiệp trẻ.
Phát biểu chỉ đạo tại Ngày KH&CN Việt Nam, Thủ tướng Chính phủ Phạm Minh Chính cho rằng, trong bối cảnh cách mạng công nghiệp lần thứ 4 đang phát triển mạnh mẽ, vai trò của khoa học công nghệ và đổi mới sáng tạo ngày càng được thể hiện rõ nét.
Nền khoa học công nghệ Việt Nam đã có những đóng góp quan trọng ở mỗi giai đoạn, thời kỳ lịch sử. Trong chiến tranh, các nhà khoa học đã cải tiến nhiều loại vũ khí, nghiên cứu các loại thuốc chống lại các bệnh. Với thời bình, các nhà khoa học lại tiếp tục có nhiều đóng góp trong tiến trình công nghiệp hoá, hiện đại hoá đất nước.
Thủ tướng Phạm Minh Chính khẳng định, khoa học công nghệ chính là con đường ngắn nhất để Việt Nam đạt đến mục tiêu thịnh vượng.
Theo Thủ tướng, thời gian qua, đội ngũ trí thức, khoa học công nghệ Việt Nam đang ngày càng lớn mạnh. Nhiều nhà nghiên cứu, nhà khoa học trẻ, nhà khoa học nữ có nhiều đóng góp cho ngành khoa học công nghệ.
Thị trường khoa học công nghệ Việt Nam đã bước đầu hình thành và đạt được những kết quả tích cực. Song song đó, khoa học xã hội và nhân văn cũng được đẩy mạnh với nhiều thành tựu. Chia sẻ với các nhà khoa học, Thủ tướng động viên, khuyến khích tinh thần chấp nhận rủi ro, mạnh dạn sáng tạo và đổi mới.

Việt Nam được đánh giá cao về thiết kế và đóng gói vi mạch bán dẫn
Theo ông Nguyễn Anh Thi, Trưởng Ban quản lý khu công nghệ cao TP.HCM, thiết kế và đóng gói là 2 khâu Việt Nam cần tập trung trong giai đoạn đầu thực hiện định hướng tham gia chuỗi cung ứng vi mạch bán dẫn toàn cầu.
Chia sẻ với báo chí bên lề buổi “Tọa đàm tăng cường cơ hội hợp tác đầu tư với Trung tâm vi điện tử liên đại học – IMEC và Việt Nam” vừa được Cục Công nghiệp ICT, Bộ TT&TT tổ chức tại Hà Nội, ông Nguyễn Anh Thi, Trưởng Ban quản lý khu công nghệ cao TP.HCM cho hay, các doanh nghiệp về thiết kế vi mạch đang có xu hướng chuyển dịch hoạt động, tìm kiếm cơ hội đầu tư tại Việt Nam.
Trong ASEAN, Việt Nam vẫn là nước đang có lợi thế về nguồn nhân lực ICT. Tuy nhiên, đây mới chỉ là tiềm năng và để nguồn nhân lực này trở thành lực lượng có thể phục vụ đắc lực cho ngành thiết kế vi mạch, chúng ta cần nhanh chóng đào tạo.
Mặt khác, ông Nguyễn Anh Thi cũng cho rằng, chúng ta cần có chính sách để thu hút các chuyên gia giỏi trong lĩnh vực vi mạch bán dẫn là người Việt đang ở nước ngoài về làm việc trong nước. Theo vị Trưởng Ban quản lý khu công nghệ cao TP.HCM, một trong những chính sách quan trọng để thu hút lực lượng này là miễn, giảm thuế thu nhập cá nhân, chẳng hạn như có thể miễn thuế thu nhập cá nhân trong vòng 5 năm.
Định hướng đưa Việt Nam trở thành một phần của chuỗi cung ứng vi mạch bán dẫn toàn cầu đã được đại diện Bộ TT&TT, Cục Công nghiệp ICT chia sẻ tại buổi tọa đàm về cơ hội hợp tác đầu tư với IMEC.
Cụ thể, theo chia sẻ của Phó Cục trưởng phụ trách Cục Công nghiệp ICT Nguyễn Thiện Nghĩa, Việt Nam sẽ tham gia từng bước vào hệ sinh thái vi mạch bán dẫn. Trong đó, bước đầu tiên có thể vẫn sẽ tiếp tục cung cấp các dịch vụ như đóng gói, kiểm thử, thiết kế cho các tập đoàn công nghệ lớn. Sau đó, chúng ta sẽ cân nhắc có hoạt động sản xuất chip tại Việt Nam hoặc đi sâu hơn vào lĩnh vực đóng gói, kiểm thử.
Nêu quan điểm về việc Việt Nam cần làm gì để có thể trở thành một phần của chuỗi cung ứng vi mạch bán dẫn toàn cầu, Trưởng Ban quản lý khu công nghệ cao TP.HCM Nguyễn Anh Thi nhấn mạnh, cần căn cứ trên những gì chúng ta đang có, các thế mạnh của Việt Nam để tập trung vào các ngách đó. Nghiên cứu của các tổ chức quốc tế như Hiệp hội bán dẫn Mỹ đã chỉ ra rằng, thiết kế và đóng gói là 2 khâu Việt Nam có tiềm năng, thế mạnh. Vì thế, Việt Nam cần tập trung vào 2 khâu này ở giai đoạn đầu tiên.
Vị Trưởng Ban quản lý khu công nghệ cao TP.HCM còn đưa ra khuyến nghị về những việc cần tập trung ở từng khâu thiết kế hay đóng gói vi mạch bán dẫn.
Cụ thể, trong các công đoạn của thiết kế, hiện Việt Nam vẫn chủ yếu làm công đoạn phía sau back-end (hoạt động lắp ráp – PV) và còn yếu ở phần front-end (hoạt động xử lý – PV) có giá trị gia tăng lớn. Muốn cạnh tranh được trong phần thiết kế, ngay từ bây giờ các doanh nghiệp trong nước làm về thiết kế vi mạch cần tiến lên, làm những công đoạn có giá trị cao hơn.
Với khâu đóng gói, ông Nguyễn Anh Thi cho rằng, Việt Nam cần thu hút thêm các doanh nghiệp nằm trong hệ sinh thái của nhà đầu tư chiến lược ở lĩnh vực vi mạch bán dẫn như Intel. Song song đó, cũng cần lưu ý về xu hướng đóng gói phi đồng nhất. Bởi lẽ, khi công nghệ đi theo xu hướng mới này, công đoạn đóng gói tưởng như có giá trị gia tăng thấp sẽ trở thành công đoạn có giá trị cao. Như vậy, ở khâu đóng gói, các doanh nghiệp trong nước cũng phải tiến lên làm front-end thay vì chỉ tập trung vào backend, đồng thời cần cập nhật các xu hướng công nghệ mới trong ngành.
Đại diện Ban quản lý khu công nghệ cao TP.HCM chia sẻ thêm, dự kiến tháng 8/2023 đơn vị này sẽ cùng một đối tác quốc tế cho ra mắt Trung tâm ươm tạo về vi mạch nhằm hỗ trợ hình thành những doanh nghiệp trong nước làm trong khâu frond-end. “Chúng ta cũng cần hình thành được những doanh nghiệp có thể thiết kế được các sản phẩm điện tử thì mới xây dựng được ngành công nghiệp điện tử và vi mạch bán dẫn”, ông Nguyễn Anh Thi nhận định.
Với Viện CNTT, Đại học Quốc gia Hà Nội, Viện trưởng Trần Xuân Tú cho biết, cơ sở nghiên cứu và đào tạo này cũng đã sẵn sàng cho nhiều hình thức hợp tác trong thiết kế vi mạch và công nghệ bán dẫn với các đơn vị như IMEC. Đơn cử như, trao đổi sinh viên và nhà khoa học, phối hợp đào tạo nghiên cứu sinh, thực hiện các dự án nghiên cứu; hay triển khai các chương trình đào tạo bồi dưỡng ngắn hạn trong lĩnh vực thiết kế vi mạch và công nghệ bán dẫn.
CNN: Các nước như Việt Nam là "Cơ hội vàng" đối với Apple
Apple vừa mở cửa hàng trực tuyến tại Việt Nam, một dấu hiệu khác cho thấy tầm quan trọng ngày càng tăng của các thị trường mới nổi đối với nhà sản xuất iPhone, theo CNN
Việc Apple mở cửa hàng trực tuyến tại Việt Nam, cũng như khai trương cửa hàng vật lý đầu tiên tại Ấn Độ đồng nghĩa người tiêu dùng tại Đông Nam Á từ nay có thể mua trực tiếp bất kỳ sản phẩm nào của “Táo khuyết”.
Hãng tin CNN nhận định, các thị trường như Việt Nam, Ấn Độ, Indonesia ngày một quan trọng với Apple khi tăng trưởng tại các thị trường phát triển như Trung Quốc đang chậm lại, buộc hãng phải tập trung vào những nơi mà trước đây hoạt động thiếu tích cực hơn.
Trong hàng thập kỷ, Trung Quốc chiếm vị trí trung tâm trong sự trỗi dậy của Apple, phục vụ như xương sống cho cả sản xuất lẫn tiêu thụ. Tuy nhiên, CEO Tim Cook đang nhìn sang các khu vực khác. Ông gọi các nước đang phát triển là “điểm sáng” trong báo cáo kinh doanh. Mới đây, ông nói “đặc biệt hài lòng” với kết quả tại những thị trường này trong ba tháng đầu năm.
Theo nhà phân tích Dan Ives, tăng trưởng chững lại trên toàn cầu khiến Apple thêm áp lực phải chạy theo thị trường mới nổi. Ông dự đoán trong các năm tới, Indonesia, Malaysia, Ấn Độ sẽ chiếm “miếng bánh” lớn hơn.
Trả lời CNN, ông cho biết việc bắt đầu bán hàng trực tuyến tại một nước thường diễn ra trước khi cửa hàng vật lý xuất hiện. Điều này rất đúng với Ấn Độ. Trong khi đó, theo nhà phân tích Chiew Le Xuan, màn khai trương Apple Store Online tại Việt Nam hôm 16/5 cho thấy công ty đang củng cố hơn nữa sự hiện diện tại các nước mới nổi. Ông tiết lộ “ông lớn” tích cực mở rộng tại khu vực trong vài tháng gần đây, tăng cường phân phối và mạng lưới đại lý ủy quyền.
Apple có dư địa lớn để phát triển. CEO Cook gọi khu vực này là “cơ hội tuyệt vời” của hãng.
Nhà sản xuất iPhone gia nhập danh sách các doanh nghiệp toàn cầu lạc quan vào Đông Nam Á, nơi đang đổ tiền đầu tư để sản xuất. Nền tảng người dùng cũng đầy hứa hẹn khi số lượng các hộ gia đình trung lưu và giàu có tại Việt Nam, Indonesia, Philippines… dự kiến tăng khoảng 5% mỗi năm cho đến năm 2030, theo hãng tư vấn Boston Consulting. Họ gọi nhóm người này là “siêu thị trường tiếp theo”.
Chuyên gia Ives cho rằng, sự hấp dẫn từ tầng lớp trung lưu Đông Nam Á là “cơ hội vàng cho Apple”.
Dù vậy, vẫn còn nhiều thách thức phía trước. Các thương hiệu cao cấp như Apple phải vật lộn tại những thị trường mới nổi vì giá sản phẩm. iPhone – giá từ 470 USD đến 1.100 USD – được xem là đắt đỏ với người dùng tại những nước Đông Nam Á đang phát triển, khi người dùng chủ yếu tiêu thụ smartphone dưới 200 USD.
Theo Chiew, sự vắng mặt của Apple thấy rõ nhất mỗi lần iPhone mới ra mắt. Người mua từ Việt Nam và Campuchia thường bay sang Singapore và Malaysia để mua thiết bị và về bán lại. Điều này có thể thay đổi trong các năm tới, nhất là khi Apple tiếp tục tăng cường nỗ lực tại đây.
Ives dự đoán Apple sẽ tiếp tục mở rộng hệ sinh thái của mình tại các thị trường mới nổi thông qua các chiến lược định giá khác nhau. Một khi người dùng chuyển sang dùng iOS, họ có xu hướng gắn bó với nó và trở thành khách hàng trung thành. Nó là một phần cốt lõi trong thành công của Apple tại Trung Quốc và có thể tái hiện tại Ấn Độ, Indonesia và Việt Nam.
Song, Apple sẽ đối mặt với những trở ngại tại Đông Nam Á, nơi một số quốc gia đưa ra yêu cầu khắt khe với doanh nghiệp nước ngoài. Chẳng hạn, tại Indonesia, ít nhất 35% linh kiện trong hàng điện tử bán ra trong nước phải do nội địa sản xuất. Quy định tương tự đã khiến Apple không thể mở cửa hàng tại Ấn Độ, cho tới khi chính sách nới lỏng vào năm 2019.
Và dù người dùng ngày một giàu có hơn, giá bán sản phẩm Apple vẫn cao tại nhiều thị trường mới nổi. Ives tin rằng tăng trưởng tại đây sẽ rất khó khăn.

Thúc đẩy thương mại nông sản Việt Nam -Châu Âu
Ngày 12/5, tại Hà Nội, Thứ trưởng Trần Thanh Nam đã có buổi làm việc với Hiệp hội Doanh nghiệp châu Âu tại Việt Nam Eurocham. Hai bên đã bàn thảo các hoạt động nhằm thúc đẩy thương mại nông sản Việt Nam – châu Âu thời gian tới.
Tại buổi làm việc, Thứ trưởng Trần Thanh Nam cho biết: Thương mại nông sản Việt Nam – châu Âu thời gian qua có dấu hiệu chững lại và đi xuống do chuỗi cung ứng bị đứt gãy. Do đó, hai bên cần tăng cường hợp tác để tạo ra chuỗi cung ứng nông sản an toàn sang thị trường châu Âu.

Thứ trưởng Trần Thanh Nam đề xuất trong Quý 3/2023, hai bên phối hợp tổ chức diễn đàn với sự tham gia của các doanh nghiệp châu Âu, tập trung vào hai nội dung, đó là: Trao đổi các quy định về an toàn thực phẩm và các thủ tục hành chính nhằm hỗ trợ doanh nghiệp và các hiệp hội hiểu được cơ chế vận hành của ngành nông nghiệp Việt Nam. Bên cạnh đó, hình thành chuỗi cung ứng an toàn thực phẩm giữa các doanh nghiệp của hai nước.
Thứ trưởng Trần Thanh Nam nhấn mạnh: Việt Nam luôn mong muốn xây dựng được thương hiệu nông sản giảm phát thải khí nhà kính. Hiện, Bộ Nông nghiệp và Phát triển Nông thôn đang xây dựng Đề án Một triệu ha lúa giảm phát thải khí nhà kính với sự tài trợ của Ngân hàng Thế giới WB. Đây là dự án đầu tiên do WB tài trợ về trồng lúa giảm phát thải. Bên cạnh đó, Bộ Nông nghiệp và Phát triển Nông thôn đang chỉ đạo xây dựng vùng cà phê ở Tây Nguyên và cùng trồng trái cây theo hướng giảm phát thải khí nhà kính. Thứ trưởng Trần Thanh Nam bày tỏ mong muốn các doanh nghiệp châu Âu đầu tư vào các vùng nguyên liệu này để sản xuất ra các nông sản an toàn xuất khẩu sang châu Âu, hình thành chuỗi cung ứng an toàn thực phẩm.Thứ trưởng Trần Thanh Nam đề xuất Eurocham hỗ trợ ngành nghề nông thôn của Việt Nam, đặc biệt là ngành hàng thủ công mỹ nghệ. Về lĩnh vực chăn nuôi, Thứ trưởng mong muốn Eurocham hỗ trợ các doanh nghiệp Việt Nam xuất khẩu sản phẩm chăn nuôi sang thị trường châu Âu thông qua việc kết nối gặp gỡ các tập đoàn siêu thị lớn tại khu vực này.

Về lĩnh vực đổi mới sáng tạo, Thứ trưởng đề xuất Eurocham tổ chức Diễn đàn Đổi mới sáng tạo hàng năm để các doanh nghiệp vừa và nhỏ của Việt Nam có điều kiện giao lưu học hỏi, kết nối sản xuất các sản phẩm.
Ông Gabor Fluit, Chủ tịch EuroCham cho biết: Việt Nam đã đặt ra Chiến lược quốc gia về Ứng phó với biến đổi khí hậu đến năm 2050 với mục tiêu phát thải ròng bằng “0” vào năm 2050. Eurocham rất quan tâm đến chiến lược này. Các sản phẩm nông sản của Việt Nam khi xuất khẩu sang thị trưởng châu Âu phải đáp ứng được các yêu cầu về tăng trưởng xanh và giảm phát thải. Châu Âu cũng rất quan tâm đến việc xây dựng vùng nguyên liệu an toàn dịch bệnh đáp ứng được các tiêu chuẩn của thế giới và đánh giá cao những sáng kiến của Việt Nam trong lĩnh vực này.

Thực hiện Công điện số 238/CĐ-TTg ngày 10 tháng 4 năm 2023 của Thủ tướng Chính phủ về việc thúc đẩy sản xuất kinh doanh, đầu tư xây dựng và xuất nhập khẩu trong thời gian tới, thực hiện chỉ đạo của Bộ trưởng Bộ Công Thương Nguyễn Hồng Diên về việc tuyên truyền phổ biến các Hiệp định thương mại tự do (FTA), ngày 12 tháng 5 năm 2023, Cục Xuất nhập khẩu - Bộ Công Thương đã chủ trì, phối hợp với Sở Công Thương tỉnh Đồng Tháp tổ chức Hội nghị “Tận dụng các ưu đãi từ Hiệp định thương mại tự do trong bối cảnh mới” tại TP. Cao Lãnh, tỉnh Đồng Tháp.
Hội nghị dưới sự chủ trì của ông Phan Văn Chinh - Cục trưởng Cục Xuất nhập khẩu và ông Nguyễn Hữu Dũng – Giám đốc Sở Công Thương tỉnh Đồng Tháp. Hội nghị thu hút sự tham dự của 100 đại biểu là Sở, ban, ngành, Uỷ ban nhân dân các huyện, thị xã, thành phố thuộc tỉnh Đồng Tháp; các doanh nghiệp, hợp tác xã, hội nông dân, phòng kinh tế hạ tầng trên địa bàn tỉnh.

Phát biểu khai mạc tại Hội nghị, ông Phan Văn Chinh cho biết: Năm 2023, theo đánh giá của Quỹ tiền tệ quốc tế (IMF), tăng trưởng kinh tế của Việt Nam dự kiến sẽ đạt mức 5,8%, Ngân hàng Phát triển châu Á (ABD) dự báo con số này sẽ có thể đạt mức 6,7%. Trong khi đó, theo báo cáo của Tổ chức Thương mại Thế giới (WTO) công bố gần nhất, dự báo tăng trưởng GDP toàn cầu năm 2023 chỉ ở mức 2,4% và tăng trưởng thương mại hàng hóa toàn cầu ở mức 1,7%, giảm so với mức 2,7% của năm 2022. Có thể thấy, những khó khăn của nền kinh tế thế giới và thương mại toàn cầu vào cuối năm 2022 chưa thể khắc phục được ngay và đã kéo dài sang đầu năm 2023. Điều này thể hiện ở GDP quý I/2023 chỉ tăng 3,32%, là mức giảm sâu nhất từ năm 2011 đến nay, kim ngạch xuất khẩu quý I đã sụt giảm 11,9% so với cùng kỳ năm 2022, đạt 79,17 tỷ USD. Xuất khẩu một số mặt hàng có sự sụt giảm so với cùng kỳ năm 2022 như thủy sản giảm 27,3%, cao su giảm 25,7%; dệt may giảm 16,8%, giày dép giảm 17,6%, v.v. Tuy nhiên, một số mặt hàng chủ lực ghi nhận sự tăng trưởng như gạo tăng 34,3%, rau quả tăng 16,2%, hạt điều tăng 4,5% v.v. Về thị trường xuất khẩu, các thị trường xuất khẩu lớn cũng đã ghi nhận mức tăng trưởng âm trong Quý I như Trung Quốc giảm 11%, Nhật Bản giảm 0,4%, ASEAN giảm 0,3%, EU giảm 9,7%, Liên bang Nga giảm 32,8%, Hoa Kỳ giảm 20,9%, Canada giảm 18,4%, v.v.
Theo Cục Xuất nhập khẩu, đến nay, Việt Nam đã tham gia và đang đàm phán 18 FTA, trở thành quốc gia duy nhất đã ký kết Hiệp định thương mại tự do với tất cả các đối tác kinh tế lớn trên toàn cầu như: Hoa Kỳ, Nhật Bản, Trung Quốc, EU, Anh, Nga v.v. Nổi bật trong các FTA mà Việt Nam đã ký kết là Hiệp định thương mại tự do Việt Nam – Liên minh châu Âu (EVFTA) và Hiệp định Đối tác toàn diện và tiến bộ xuyên Thái Bình Dương (CPTPP).
Các FTA này cung cấp cho doanh nghiệp Việt Nam nhiều lợi thế, thúc đẩy hoạt động giao thương, xuất khẩu hàng hoá phát triển, mang sản phẩm Việt Nam, thương hiệu từ Việt Nam chạm đến tay người tiêu dùng cuối cùng tại nhiều thị trường lớn trên thế giới.
Theo ông Nguyễn Hữu Dũng – Giám đốc Sở Công Thương tỉnh Đồng Tháp, kinh tế Đồng Tháp đang hướng đến xuất khẩu với khoảng 65 doanh nghiệp xuất khẩu với các mặt hàng đa dạng như: gạo, thuỷ sản, may mặc, giày da, bánh phồng tôm, dược phẩm... Trong đó, hai mặt hàng gạo và thuỷ sản chiếm tỷ trọng cao (khoảng 80%) trong kim ngạch xuất khẩu của tỉnh . Ngoài ra trong thời gian gần đây, tỉnh ĐỒng Tháp đã xuất khẩu một số mặt hàng mới có giá trị gia tăng cao như: collagen, dầu cá v.v góp phần đa dạng hoá mặt hàng xuất khẩu của tỉnh và góp phần nâng cao hiệu quả xuất khẩu của tỉnh.
Cũng theo Sở Công Thương tỉnh Đồng Tháp, mặc dù hiện nay Việt Nam đang hội nhập sau rộng vào nền kinh tế thế giới, tuy nhiên, việc nghiên cứu để hiểu và tận dụng cơ hội trong từng hiệp định đối với cộng đồng doanh nghiệp, các cấp, ngành trong tỉnh Đồng Tháp vẫn còn hạn chế.
Tại Hội nghị, các doanh nghiệp và hợp tác xã cũng đã phát biểu, chia sẻ những khó khăn thách thức trong hoạt động sản xuất, xuất khẩu hàng hoá, đồng thời được thông tin về nhiều vấn đề liên quan về quy tắc xuất xứ trong các FTA, các ưu đãi thuế quan doanh nghiệp cần lưu ý và hướng dẫn tổ chức xuất khẩu bền vững.
Trao đổi tại Hội nghị, một số doanh nghiệp cũng đề xuất Cục Xuất nhập khẩu - Bộ Công Thương cần tổ chức thêm một số hội nghị chuyên đề liên quan đến việc hỗ trợ, hướng dẫn các giải pháp cụ thể để doanh nghiệp tận dụng hiệu quả các cơ hội từ các FTA mang lại. Song song với đó, nhiều doanh nghiệp cũng đề xuất Bộ Công Thương, Sở Công Thương có những hướng dẫn và hỗ trợ doanh nghiệp về các thông tin, quy định đối với các thị trường xuất khẩu mà nông sản tỉnh Đồng Tháp có tiềm năng mở rộng thị trường.
Phát biểu tại Hội nghị, ông Phan Văn Chinh - Cục trưởng Cục Xuất nhập khẩu cho rằng, để được hưởng ưu đãi thuế quan trong FTA, các doanh nghiệp cần đáp ứng các quy tắc xuất xứ hàng hoá. Trong thời gian tới, việc triển khai các FTA sẽ bước vào giai đoạn thực thi những cam kết mạnh mẽ hơn. Vì vậy cần kết nối, phối hợp chặt chẽ hơn nữa từ cơ quan quản lý trung ương, địa phương với các hiệp hội, doanh nghiệp, hợp tác xã, hội nông dân... để tận dụng cơ hội từ các FTA mang lại.

Blood donation event at the Ministry of Finance
On February 14, 2023, many youth union members of AASC Auditing Firm enthusiastically volunteered to participate in the 2023 voluntary blood donation event organized by the Executive Committee of the Youth Union of the Ministry of Finance in collaboration with the Union of Central Agencies and the National Institute Of Hematology & Blood Transfusion.
With the message "Donating blood at the beginning of spring - Spreading happiness", each AASC Auditing Firm volunteer has added a valuable source of blood to patients being treated at hospitals. In the context that the National Institute of Hematology and Blood Transfusion is suffering from severe blood shortage due to the epidemic situation, the blood reserves in all medical facilities are low, not enough for emergency treatment, and thousands of patients waiting for blood transfusions to prolong life.
After nearly 32 years of development and growth, AASC's staffs have actively responded to blood donation and participated in many volunteer activities with the Youth Union and Trade Union of the Ministry of Finance, building up an image of energetic, brave, strong and humane AASC people, even though it is a time of high concentration for audit activities nationwide. Meeting in the early spring of the year 2023
On the morning of January 27, 2023 (ie the 6th of the Lunar New Year), in a joyful atmosphere to welcome a new spring, full of faith - hope, Chairman of the Board of Directors, Board of Directors, Leaders of Departments /Ban, along with all officers and employees, happily met and exchanged best wishes.
On behalf of the Company's Board of Directors, General Director Nguyen Thanh Tung reviewed AASC's achievements in the past year with a total revenue growth of 7.1% compared to fiscal year 14, an impressive result in the context that the country's economy has just experienced the heaviest Covid-19 pandemic ever. 2022 is also the year AASC welcomes a series of events to celebrate the 15th anniversary of AASC's transformation from a SOE into a limited liability company with two or more members (2007-2022). The General Director wishes the Board of Directors, the Board of Management and all AASC officers and employees a new year full of health, happiness and prosperity. The Board of Management always cares about and expects staff to agree and single-handedly successfully complete the targets set out in the 16th fiscal year.

Ranking of Auditing Firms according to statistics of the Ministry of Finance
On 29 December 2022, in coordination with the Vietnam Association of Certified Public Accountants (VACPA), the Ministry of Finance held an annual meeting of Directors of Audit firms, summarizing the operations and publishing the rankings of audit firms in 2021.
According to the statistics of the Ministry of Finance, AASC is ranked as follows:

KT2 jubilantly welcomes Christmas
The Christmas atmosphere has flooded into every corner with the appearance of sparkling pine trees, decorative items, and bustling Christmas tunes leading the members of KT2 dept. towards each other with sincere, warm feelings. Christmas is an opportunity for us to share our love, even if it's snowy or warm outside. In harmony with the bustling Christmas atmosphere of Hanoi weather after participating in the Company's 2022 Employee Conference program, the Youth Union in conjunction with the Union of Audit Department 2 organized the program "Gift-giving holidays" - Christmas Gift Exchange and Say Thanks "as a tribute to the people of KT2 who have tried to overcome many challenges to achieve the goals set out in the past year 2022 and look forward to a new audit season.
In the program, the members transformed into Santa Claus and gave each other lovely gifts that were prepared with enthusiasm and meticulousness to express their affection and gratitude to each other as well as sending greetings to each other Merry Christmas, prepare for a busy audit season with sincere and meaningful wishes.

Workers Conference in 2022 and welcome the new year 2023
Joining the national atmosphere to welcome the new year of the year of the Cat 2023, on December 23, 2022 in Hanoi, AASC Auditing Firm jubilantly organized the 2022 Employee Conference. The conference was honored to welcome Assoc.Prof.Dr. Dang Van Thanh, Former Vice Chairman of the Economic and Budgetary Committee of the National Assembly, Chairman of the Vietnam Association of Accountants and Auditors, Dr. Ha Thi Ngoc Ha - Vice Chairman of the Vietnam Association of Certified Public Accountants. On AASC's side, there was Mr. Ngo Duc Doan - Chairman of the Board of Directors; Mr. Nguyen Thanh Tung – General Director; Ms. Do Thi Ngoc Dung - Secretary of the Party Committee/Deputy General Director and staff members who are members of the Members' Council, Board of Directors, President of Trade Union, Secretary of Youth Union and leaders of units and all employees of the Company attended.
On behalf of the Company's leaders, Standing Deputy General Director Do Manh Cuong synthesized report on the achievements of AASC in the period of 2017 - 2022 and outlined the Company's operation direction for the term 2022 - 2027. Trade Union Vice Chairman Nguyen Anh Ngoc also reported the implementation of the Collective Labor Agreement, the implementation of the democracy regulation and informed the Board of Directors' opinions to answer questions from the employees. Also at the Conference, Trade Union Chairman Nguyen Lan Anh summarized the emulation and commendation work in 2022 and launched the emulation in 2023. Under the authorization of the General Director, Head of General Administration Department Ngo Dao Hung announced the Decision of the Minister of Finance to commend excellent collectives and individuals in 2021 and the Decision of the General Director to reward the Company's employees.
At the Conference, AASC Auditing Firm and individuals were honored to receive the Certificate of Merit from the Minister of Finance awarded by VAA President Mr. Dang Van Thanh and Ms. Ha Thi Ngoc Ha, Vice President of VACPA.

The conference ended with the joy and excitement of all AASC employees, signaling the good news of the new year 2023, the year of the Cat, that AASC is stronger and more successful. Joining the atmosphere of the whole Party, Army and people eagerly emulating to celebrate the 78th Anniversary of the Founding of the Vietnam People's Army (December 22, 1944 - December 22, 2022), the 33rd Anniversary of the Vietnam People's Army Day (December 22, 1989 - December 22, 2022) and especially the 50th anniversary of the victory over Dien Bien Phu in the air (12/1972 - 12/2022), December 21, 2021, at Headquartered in Hanoi, AASC Auditing Firm held a meeting to show gratitude to veterans working at AASC. The meeting was attended by Mr. Ngo Duc Doan Chairman of the Members' Council/ Member of the Executive Committee of the Association of CCBs Ministry of Finance/ Branch President of AASC Association, Mr. Nguyen Thanh Tung - General Director representing Leaders of Divisions, Departments and Branches. and Chairman of Trade Union, Secretary of Youth Union of the Company.

AASC veterans visit Dien Bien Phu relic site

AASC Youth Union volunteers in Nghe An

Announcement of the decision to appoint the new general manager

Following the newsletter of the Ministry of Finance's web portal about the 28th Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Finance, term 2022 - 2027. Performing audit of Finalization report of completed projects in Cambodia
In order to spread and develop the audit activities of AASC in countries in the region, after well preparation of related works, on August 8, 2022, the Investment Finalization Department coordinated with Audit Department 3 to develop Declaring the audit service of finalization of the project of rubber latex processing factory SVR 10-20 with a capacity of 9000 tons/year in Banlung - Kingdom of Cambodia. Workshop "Update on tax policy changes in 2022"
With the desire to accompany businesses in the process of implementing new regulations of tax policies, AASC in collaboration with CPA Australia organized a seminar called "Update tax policy changes in 2022” at Avani Hotel Hai Phong on July 28, 2022. Participating in the seminar were the Chief Financial Officer and Chief Accountant of many foreign-invested enterprises in Hai Phong.
The seminar updated the latest regulations related to tax inspection and examination in 2022-2023, common risks and ways to handle in the process of tax finalization and tax refund as well as trends of tax policy reform of Vietnam to 2030.
At the seminar, AASC experts also shared practical situations from their experience in providing tax consulting services in general, tax refund consulting, tax inspection support for businesses in particular as well as analysis of tax authorities' views during tax inspection at foreign-invested units.

Amendment of the Law on Price to prevent and handle violations in valuation activities
On the morning of July 15, the Price Management Department (Ministry of Finance) in collaboration with the German International Organization (GIZ) held a workshop to collect opinions on the draft Law on Price (amended) on price appraisal. The seminar aimed to collect opinions on the draft law on valuation, contributing to the consolidation and development of valuation activities in general and professional valuation services in particular in a modern and integrated market economy.
Continue to improve the legal system on valuation
Speaking at the opening of the seminar, Mr. Nguyen Anh Tuan - Director of the Price Management Department said, The Law on Price was passed at the 3rd session of the 13th National Assembly, and took effect from January 1, 2013. The Law on Prices and its guiding documents have created an important legal basis for the management and administration of prices according to the market mechanism and socialist orientation and have achieved many important results, contributing to the stability of the market. macroeconomics and sustainable growth.
The conference
After nearly 9 years of implementation, up to now, the socio-economic context has changed, the economic and civil legal system has been improved more and more, and has also had certain impacts on the management. price and appraisal price. Following the direction of the Prime Minister, the Ministry of Finance has submitted to the Government a dossier to amend the Price Law with 9 groups of policies, of which 3 groups are related to price appraisal.
The workshop will collect opinions on such contents as: authority and responsibility, state valuation activities, the role of professional associations; price appraiser card; conditions for granting the Certificate of business registration of price appraisal services; Managing business activities of appraisal services...
According to the Department of Price Management, up to now, the system of legal documents on price appraisal has basically been fully and synchronously promulgated. The Ministry of Finance has promulgated the Vietnam Valuation Standards System, which includes 13 regulatory standards and complete professional guidelines for valuation services, including specific regulations on approaches to valuation. and valuation methods for assets such as real estate, machinery and equipment, enterprises (enterprises), intangible assets, etc.
This workshop aims to improve the state management of business valuation services, in the coming time, continue to perfect the system of legal documents on valuation fully and synchronously; studying and amending the Law on Price on valuation, guiding documents to perfect regulations in order to prevent and handle violations in valuation activities.
In addition, it will review and complete the system of standards for appraisal of prices, ensuring that it is suitable to Vietnam's conditions and international standards of appraisal; strengthen the activities of management, inspection, supervision and assessment of the quality of valuation activities of the valuation enterprises; strictly and promptly handle the price appraiser and the valuation enterprise. In addition, it will continue to consolidate and perfect the construction of the National Database of Prices as a reference base when conducting price appraisal.
Strengthening management for appraisal work
Statistics show that newly granted appraisal enterprises have increased rapidly, especially in 2016, 48 enterprises increased, 50 enterprises increased in 2018 and 51 enterprises increased in 2020. However, since the new granting regulations took effect under Decree No. 12/2021/ND-CP from May 1, 2021, the number of enterprises conducting new price appraisal has decreased significantly. The remaining 8 months of 2021 have 8 enterprises, the first 6 months of 2022 only 3 new enterprises.

As of the end of June 2022, there are 431 enterprises that have been granted Certificate codes, of which only more than 300 enterprises are eligible and are operating in the business of appraisal services. The application of new regulations in Decree No. 12/2021/ND-CP has tightened state management over valuation activities, aiming to improve quality in the context of business conditions for valuation services. is considered to be too open, leading to the number of valuation enterprises growing rapidly, exceeding the career development orientation in the period of 2013 - 2020.
Besides the successes in the state management of business valuation services in the past period, there have been shortcomings, such as: management efficiency is not as expected; forming many small enterprises with a minimum number of appraisers. In addition, there have been negative phenomena and unfair competition by lowering prices and service quality, etc., leading to the inability to ensure the legitimate interests of related parties, causing frustration in the public sector. public opinion and society…
The Ministry of Finance has strengthened the strict management of valuation enterprises. By the end of June 2022, the Ministry of Finance has revoked the Certificate of eligibility for business in valuation services of 123 enterprises; suspended the business of valuation services for 68 enterprises due to ineligibility to operate under the Law on Prices.
Currently, the Ministry of Finance is also implementing the project "Building the National Database on Prices Phase 2"; The scope of phase 2 of the project will connect with ministries/sectors, as well as deploy to all 63 localities and about 250 valuation enterprises...
At the seminar, many delegates said that in the coming time, our country's market economy will continue to develop strongly with an increasingly large scale, economic transactions are increasingly diversified with different requirements. on sustainable, transparent and healthy economic development... That poses great opportunities and challenges for the development of the appraisal service industry in the coming time. The valuation profession needs to be further consolidated and make great progress to be able to meet the socio-economic development in the new situation with the general requirement that businesses need to have a large scale. , greater valuation capacity; price appraisers are required to have better professional qualifications and depth, with higher professionalism; at the same time, state management in this field is stricter.
Therefore, it is necessary to continue to perfect the system of legal documents in the field of valuation in a complete and synchronous manner; studying and amending the Law on Pricing on valuation, as well as guiding documents…

Also at the seminar, Mr. Nguyen Tien Thoa, Chairman of the Vietnam Valuation Association said that it is necessary to remove regulations on charter capital of valuation enterprises; Disclosure of information about the customer's appraisal file and the appraised property, unless otherwise permitted or authorized by the customer; Regulations stipulate that the participants of the Price Appraisal Card exam must be people working at the price appraisal enterprises, instead of all subjects who want to take the exam and are eligible to take the exam; Regulations prohibiting working at the same time for two or more valuation enterprises; instead of banning the practice of valuation for two or more valuation enterprises.
At the same time, Mr. Thoa proposed to supplement regulations on standards of price appraisers; about lessors, lenders, renters, and borrowers of price appraiser's cards who are not allowed to register to practice valuation; Regulations on the appraiser must take the main responsibility for the results of the appraisal of prices are issued in the Certificate and Report on the results of the appraisal of prices; Mechanism for settling disputes over valuation results when there is a big difference between valuation enterprises participating in the valuation of an asset with similar specifications and conditions; All regulations on price collusion and appraisal must add the phrase "for profit" (Clause 3, Article 4) or collusion or collusion is to have a partner they "collaborate with each other". Training new audit assistant 2022
On June 24, 2022 in Hanoi, AASC Auditing Firm held the Closing Ceremony of the Annual Training Course - New Assistant Class 2022. AASC Cup Men's and Women's Football Tournament 2022
Celebrating the 15th anniversary of AASC's transformation from a SOE into a limited liability company with two or more members (July 2, 2007 - July 2, 2022), on June 1, 2022 in Hanoi, AASC Auditing Firm has jubilantly opening the 8th AASC Cup men's and women's soccer tournament. Attending and cheering for the teams were Mr. Ngo Duc Doan - Chairman of the Board of Members, Members of the Board of Members, leaders of the Departments and men's and women's football teams of the following units: KT1, KT2, KT3, KT5, KT7 and FSG.
The AASC Cup 2022 is a football tournament that brings together 9 male and 6 female teams. AASC Veterans Association Congress for the term 2022-2027
On May 30, 2022, at the headquarters of AASC Auditing Firm Co., Ltd., with the consent of the Veterans Association of the Ministry of Finance, the Company's Veterans Association solemnly held the General Meeting for the term 2022 - 2027. Hello summer 2022, FSG lights up the bonding journey
In the last days of May, when Ms. Ban was still attached and did not want to leave Hanoi, FIS and KT6 (FSG) together "escaped from the cold" spectacularly at the resort paradise of the white sand region of Quang Binh.
Although it has been operating under the official block model since TC13, along with the previous 2 years of trial operation, it was not until the middle of TC15 that FSG had the opportunity to organize a trip together in the spirit of a "big family". Due to the impact of the Covid epidemic at the end of 2021, FSG has not yet held a year-end summary of TC14, so at the Gala Dinner of this trip, we also looked back on the successes that FSG has achieved in TC14 and towards the goals of business development and human resource development in the following years.
In TC14, the whole group's revenue reached VND 46.5 billion, contributing approximately 20% of the Company's revenue. The revenue growth rate of the whole sector is 10.5%, of which FIS1 and FIS2 are the divisions with the highest profit ratio and growth rate respectively in the financial sector of the whole Company. The average income of assistants, auditors and department heads all increased compared to the previous year. In the context of the economy being heavily affected by the pandemic, the achievements that have been achieved are very proud, and are also a clear demonstration of the common effective use of the bloc's resources, helping increase the level of learning, experience as well as income and contribute to maintaining the image of a department with diverse services, a professional and cohesive working environment.

This May marks the 15th anniversary of the event to transform AASC's operating model, from a state-owned enterprise to a limited liability company with two or more members. There are many things for AASC people to be proud of when looking back on their journey.
In 1991, when the economy was in the first steps of a great transformation from a centralized management mechanism, subsidized to operate under a socialist-oriented market mechanism, AASC was established with the aim to contribute to rectifying and bringing accounting and financial management in the state-owned enterprises, private enterprises, and foreign-invested enterprises in Vietnam gradually into order, creating preconditions for management agencies to better perform their inspection and control functions. The original name of AASC was Accounting Services Company, under the Ministry of Finance.
In just a short time, overcoming many difficulties and obstacles in terms of building facilities and forces, the Company has successfully completed the task of providing accounting and tax consulting services, as well as fostering and upgrading high professional level for financial industry staff. Two years later, with the approval of the Prime Minister, the Ministry of Finance decided to add audit functions and tasks, marking a big transformation of the Company. Accordingly, the Company has a new name as Auditing and Financial Consulting Services Company (AASC). The main services provided by the Company are accounting and consulting services; audit financial statements of enterprises, audit finalization reports of completed projects; Valuation - determining business value.
By 2007, when the independent auditing industry was on a strong development momentum, with the appearance of many new auditing firms, the Ministry of Finance advocated to transform AASC's operating model from state-owned enterprises into public companies. Mr. Doan said, at the beginning of 2007, AASC had a staff of approximately 350 people, with 118 auditors, 11 days after the transformation was formalized, that team only had less than 200 staff members with 35 auditors. But then again, with bravery and wisdom, the people who stayed have gradually brought the Company out of difficulties and increasingly affirmed its brand and position in the independent audit industry.

AASC youth adapting in “new situation”

First meeting of The Lunar New Year 2022

Labor Conference 2021 and Happy Lunar New Year 2022
Joining the national atmosphere to welcome the New Year of the Tiger 2022, on January 28, 2022 at the headquarters of Hanoi, AASC Auditing Firm jubilantly held the Labor Conference 2021. The conference was honored to welcome Mr. Bui Xuan Ngoc - Standing Vice Chairman of Trade Union of Ministry of Finance. On AASC's side, there were Mr. Ngo Duc Doan - Chairman of the Board of Members; Mr. Nguyen Thanh Tung – General Director; Ms. Do Thi Ngoc Dung - Secretary of the Party Committee/Deputy General Director and staff members who are members of the Members' Council, Board of Directors, President of Trade Union, Secretary of Youth Union and leaders of units and all employees of the Company.
At the Conference, General Director Nguyen Thanh Tung summarized business and management activities in 2021 with a revenue of over VND 240 billion. Party work Summary Conference 2021 and 30 years of operation of AASC'S party
On January 27, 2022, the Party Committee of AASC Auditing Firm Co., Ltd held a Conference to review the Party's work in 2021, the direction for 2022, and at the same time to summarize the 30 years (1991 - 2021) of Party building and development. Opening the Conference, Mr. Ngo Duc Doan - Chairman of the Board of Members, former Secretary of the Company's Party Committee presented the report summarizing 30 years of construction and development of the AASC Party Committee. Next, Comrade Secretary of the Party Committee Do Thi Ngoc Dung presented a report summarizing the Party's work in 2021, orientation and tasks in 2022 of the Company's Party Committee. On January 6, 2022 at the headquarter of AASC Auditing Firm Co., Ltd., Chairman of the Board of Members Ngo Duc Doan, General Director Nguyen Thanh Tung, Secretary of the Party Committee of AASC Auditing Firm (Company) Do Thi Ngoc Dung attended and directed the Conference to summarize the activities of the 14th Fiscal year and the Fiscal year 15's direction of the Department of Quality Control & Training and the Company's Secretariat.

Participates in the conference of Handling VRG to Joint Stock Company
At the invitation of Vietnam Rubber Group - JSC (VRG), on December 17, 2021, Deputy General Director Ngo Minh Quy represented AASC Auditing Firm to attend the Conference to hand over the equitized enterprise to a joint stock company Parent company - Group with 20 rubber one-member limited companies, 4 non-business units.
